According to the Nagoya City Board of Education, around summer every year, they received cash or gift certificates ranging from 5,000 to 30,000 yen from an organization formed by principals and teachers of municipal elementary and junior high schools, along with a list of teachers to recommend to principals. That's it.



The Board of Education said, ``The money was received as a gift during the personnel review process that lasted from early morning until late at night, and was used to purchase sweets and internal food and drink expenses,'' adding that there is currently no indication that personnel matters were affected. The Board of Education began conducting internal interviews in December of last year, stating that this has been a custom for over 20 years, and that the total amount received this fiscal year is expected to exceed 2 million yen.



Mayor Kawamura of Nagoya City told reporters, ``This is outrageous. If we were to do something like this, the school would not be a school for children, but a school for some teachers who are promoted internally, and we cannot tolerate it.'' said.



He then stated, ``We must conduct a thorough investigation to find out the truth,'' and expressed his intention to set up an investigation team that includes third parties and compile an interim report by the end of this fiscal year.
