In order to ensure the safety and orderliness of open activities during the festival, Shanghai Xuhui police planned in advance and formulated a "one day, one plan" for the security of the Longhua Ancient Temple. During the event from February 9th to February 10th, Xuhui police carried out traffic control on Longhua West Road (Tianyaoqiao Road-Longhua section) and built serpentine passages at both ends of the road as a "reservoir" for crowds. Although it was not yet time for the day's activities to begin, many citizens were already queuing up outside Jing'an Temple. It is reported that Jing'an Temple is expected to receive 40,000 visitors throughout the day on February 10.

In response to the large passenger flow during the Spring Festival, Jing'an police took measures to limit the flow of people based on the real-time number of people inside the temple to control the speed of people entering the temple. The security force and safety facilities and equipment were expanded in advance during the peak passenger flow period, and the passenger flow for queuing up to pray for incense was divided into blocks. Five queuing areas including the unloading channel on the east side of Jiuguang Department Store were opened to ensure that the number of people staying in the temple was controlled at 5,000. There are people queuing up and down outside the temple without being stranded.
