Usui filed for a non-surgical gender change eight years ago and took his case all the way to the Supreme Court, but he was rejected.



However, in October of last year, the Supreme Court decided in a ruling on another person's petition that the law's requirement that sex change requires undergoing surgery to eliminate reproductive function was unconstitutional and invalid, so the decision was made for a second time. was filing a complaint.
