China News Service, Beijing, February 6 (Xinhua) The Beijing Municipal Emergency Management Bureau released the investigation report on the Beijing Subway Changping Line train rear-end collision accident on the evening of the 5th. After investigation, it was determined that this was a production safety accident that caused multiple injuries. The accident occurred due to the extended braking distance of the train due to snow, the failure of the operating unit to implement snow response measures, improper handling by the train dispatcher, and improper operation by the train driver.

  At around 18:52 on December 14, 2023, two trains rear-ended each other in the upbound section from Xierqi Station to Life Science Park Station on the Changping Line of the Beijing Metro, resulting in 130 fractures and no deaths. According to the Beijing Public Security Forensic Identification Center, 3 people were seriously injured and 70 people were slightly injured. The accident caused direct economic losses of approximately 9.508 million yuan. Recently, the Beijing Municipal Government approved the conclusion of the investigation into the rear-end collision of a train on the Changping Line of the Metro.

  After the accident, the Beijing Municipal Government established an accident investigation team to investigate and deal with the accident. Through on-site inspection, investigation and evidence collection, video analysis, detection and identification, simulation tests, expert argumentation, etc., the accident investigation team found out the accident, cause of occurrence, injuries, direct economic losses and the situation of relevant units, and determined the nature of the accident. The main problems existing in the relevant responsible units were identified, suggestions for solutions were put forward, and rectification and preventive measures were proposed.

  The accident investigation team found that the train that rear-ended the accident was Car 032, and the train that was hit was Car 024. The accident section was the upbound section from Xierqi Station to Life Science Park Station. The direct cause of the accident was: on the day of the incident, the Beijing area was in the blizzard orange warning period, and snow was falling in the area where the incident occurred. The Beijing Subway Operation Co., Ltd. was not fully prepared for the incident, and safety measures such as speed limits and speed reductions in snow were not specific enough; The traffic dispatcher released the impound of car 032 when the line congestion was not completely eliminated, and did not inform the driver of car 032 to temporarily park in the 024 section ahead; the driver of car 032 failed to take prompt action after the system prompted to slow down while driving in manual driving mode. Braking measures: After the braking measures were taken, affected by snowfall, the track surface became slippery, the wheel-rail adhesion coefficient decreased, and the braking distance of the 032 vehicle was extended, resulting in a rear-end collision with the 024 vehicle that was temporarily parked in the section ahead.

  The accident investigation team, in accordance with regulations, handed over clues and relevant materials to the Beijing Municipal Commission for Discipline Inspection and Supervision regarding problems found in the performance of public officials' duties during the investigation. After an accountability investigation, a total of 18 people from Beijing Metro Operation Co., Ltd. and Beijing Municipal Transportation Commission were held accountable.
