According to Wang Wen, the author of the book and executive director of the Chongyang Institute for Financial Research at Renmin University of China, the title of the book is taken from the Chinese literal translation of the English name "think tank" and is intended to correct people's narrow understanding of the think tank industry, that is, "think tank" It not only has the function of "advising on government affairs", but also has the power of ideological attack and intervention like a tank.

It is understood that the book sorts out the development of Chinese think tanks over the past five thousand years, the thousand-year history of the distinction between think tanks and academia, and the progress and shortcomings of new think tanks with Chinese characteristics in the past ten years. We shared our experience in think tank operations through live cases such as publishing articles and speaking out.

Gu Qing, Secretary of the Party Committee and Executive Director of the Commercial Press, commented that at present, my country’s think tank construction continues to advance and plays an important role in helping government decision-making and solving economic and social development problems. However, at present, the attitudes and understanding of think tank research among policymakers, think tank practitioners and academics need to be further deepened. Sorting out the development status of China's think tanks and exploring the characteristics and shortcomings of China's think tanks is one of the issues that urgently need to be solved in the construction of new think tanks with Chinese characteristics. Fortunately, many think tank practitioners and researchers have clearly recognized this problem and are constantly exploring solutions to the problem and overcoming shortcomings in practice and theoretical thinking. "Thought Tank" is the book this era needs.

Chen Wenling, chief economist of the China International Economic Exchange Research Center, said at the seminar that the current development of Chinese think tanks needs to improve soft competitiveness, especially the ability to create ideological products, and improve the ability to create issues and theoretical generalizations. At the same time, the current international communication capabilities of Chinese think tanks still need to be improved, and they should create an international communication platform and carrier with world influence.

Zhu Xufeng, dean of the School of Public Policy and Management at Tsinghua University, believes that the construction of Chinese think tanks should mainly strengthen capabilities in four aspects: improve their academic foundation and research capabilities, contribute fact-based opinions and evidence, understand the differences between Chinese and Western cultures, and strengthen media communication and international dialogue.

Huang Rihan, a professor at the School of International Relations at Huaqiao University, said that at the think tank level, think tanks that speak out on the international stage should be actively given more policy space; think tanks should be given flexible space in areas such as employment systems and channel construction.
