  Mei Quanfu, 59, is a veteran policeman from the police detachment of the Ankang Railway Public Security Department. His hometown is in Bozhou, Anhui Province. He came to the Ankang Railway Public Security Department in 1984 and was initially assigned to the Shiquan Railway Station Police Station. Chen Xingshan, who was born in the same year, month and day, was originally from Ankang, Shaanxi Province. After a job transfer in 1988, he joined the Ankang Railway Public Security Department and was also assigned to the Shiquan Station Police Station. The two soon became very close friends. After working together for many years, the two were transferred to the Ankang Police Detachment and were assigned to different police groups.
