Zweibrücken in Rhineland-Palatinate: Park markings are the subject of dispute

In the dispute over painted parking bays, the city of Zweibrücken had what it considered illegal markings milled from the asphalt of a private road. The legal basis was a ruling by the administrative court, said a spokesman for the municipality, according to the dpa news agency. This decided that the city's request to remove the markings was lawful.

Since the owner of the private section of the road did not comply, the local environmental and service company took action. When two workers and a sweeper with driver were used, around two to three millimeters of the asphalt surface were removed with a hand-held fine milling machine, the spokesman said.

The parking bays were installed by the owner of the private road, a Hamburg entrepreneur. He bought the 82-meter-long section in 2022 for a four-figure sum. “We want to set up and rent out parking spaces for caravans in order to make a profit from this investment in the medium term,” he said.

The entrepreneur criticized the city's move and filed a lawsuit. The administrative court in Neustadt/Weinstrasse had described the section as an “actually public street” in which only authorities were allowed to record official markings such as parking bays. The entrepreneur now rejected this. He said he wanted to have the court determine that he wanted to use the section privately and not make it available to general traffic. He will then have the now milled markings reapplied.
