On April 4, the New Youth Music Festival was held in Surabaya County, Jining, Shandong, the first large-scale music festival held in the county town of southwest Lu.

In order to hold the music festival smoothly, Surabaya County mobilized the efforts of the whole county, more than 2100,2000 cadres were dispatched from various departments, more than 4,1000 volunteers were provided full service, a road that was about to be opened was temporarily opened, and more than <>,<> temporary parking spaces were set aside for <> kilometers... As bands and fans flock to the group, the name "Surabaya" continues to appear on various social platforms. This long-dormant northern county has ushered in a "highlight" moment.

Even if you look back more than a month later, the efforts of this county to attract young people and the determination not to "retain" more talents for traffic are still clear.

Until standing on the stage in Surabaya County, Jining, Shandong, the lead singer of the Dada band, Pentan, still felt "incredible". "On the highway, then off the highway, through the village, then on the highway, then off the highway, and then through the village", he did not hide his surprise: "There is actually a music festival in this place? ”

The scene where folk singer Old Wolf was impressed by this stage was: "When the singing 'The subway train picks up all the people hurrying by', a train is speeding past the high-speed rail track next to the venue. ”

This stage belongs to the New Youth Music Festival. For this mountainous county of 64,15 people, nearly 14,<> of whom are migrant workers all year round, this is really a "big thing". Before the event, it is expected that more than <>,<> spectators will come from all over the country to see the style of <> top bands in China.

"It's raining!" At noon on the 14th, a light rain came unexpectedly, and the people of the county music festival support headquarters chanted, "I hope there will be no rain tomorrow." ”

At two o'clock in the afternoon of the 15th, the music festival arrived as scheduled. In the next day and a half, the cool stage scenes, dynamic music melodies, and live "hi flip" atmosphere made the trip worthwhile for music fans from all over the world. "Even if they are thousands of miles apart, they can't stop my love of music. Music festival, I'm coming! At the event, a music fan from Inner Mongolia said excitedly.

Bring "poetry and distance" to young people the spiritual pressure relief valve

In fact, as early as last September, the festival was on the agenda of local organizers.

"Everyone thinks that Surabaya is a small place, but in fact, it is precisely such a small county that needs a music festival." Li Kaiyu, director of the organizer Shengfa Group, said. The 31-year-old is a veteran music fan who participates in major domestic music festivals at least once a year, and he feels that holding music festivals can promote the consumption level of local cultural tourism and greatly enhance the local image.

Once, Li Kaiyu participated in a music festival held in a provincial capital city in the north. Because I went too late, I not only didn't book a local hotel, but I couldn't even buy food, "if I didn't take a trip to the field, I would have been unimaginable."

In his opinion, young people in the county need a music festival more, "young people here work pressure is not less than in big cities, but there are few channels for entertainment and relaxation, and there is not even a decent bar in the county." He sees the festival as a spiritual pressure relief valve that can bring "poetry and distance" to young people.

In the end, the organizers chose to introduce a new youth music festival with tonal co-production. In January 2023, Surabaya County established the "Music Festival Preparation and Support Headquarters" (hereinafter referred to as the "Headquarters"), with the participation of more than 1 departments and units, including the county party committee office, government office, publicity department, and cultural and tourism bureau.

Preparations were in full swing: in early February, the headquarters comprehensively surveyed the county's accommodation beds, the number of shuttle buses and other resources, as well as the parking area and road traffic near the host site, and identified volunteers at the music festival site, surrounding intersections, parking lots, shuttle buses and other points, and ensured that there were staff on duty at all locations in all links.

In early March, the headquarters set up a temporary office in the performance venue, and each department formulated plans for performance support, task execution, emergency handling and other plans according to its own responsibilities, and prepared more than 3 emergency plans.

After repeated calculations, the previous 20 acres of performance venue could not accommodate the actual number of people, and two weeks before the performance, the venue was replaced with nearly 50 acres of Nishan Luming Park, which means that the previous work of laying lawns, repairing roads, and lighting street lights will all be restarted, and the workload is twice as large as before. Pavement grading at the performance venue continued until late at night on April 4.

The reserved more than 3000,4 parking spaces were not enough, so the command temporarily coordinated an unused road and set aside more than 1000,<> temporary parking spaces <> kilometers long.

At the same time, the local market supervision department took urgent action, repeatedly convened meetings of relevant responsible persons of the catering and accommodation industry, repeatedly reminded and admonished, and resolutely curbed the trend of arbitrary price increases.

In the storm, 7000,<> people were evacuated

On April 4, under the unified deployment of the headquarters, the whole process simulated four times, repeatedly checking and filling in the gaps. Everything is ready. From 12 noon on April 4, music fans entered the show one after another. At two o'clock in the afternoon, the festival performance officially began.

When the first band, called "Irrevocable", began to sing the second song, suddenly the scene was windy, makeshift tents were blown over, and torrential rain mixed with hail hit the ground, and the crowd panicked.

"Our emergency plan included how to deal with bad weather, but such bad weather was unexpected." Liu Baoen, the person in charge of the command's overall security, deputy county magistrate of Surabaya County and director of the Public Security Bureau, said that at that moment, the on-site staff were tense and the pressure was doubled.

Surabaya County immediately suspended the performance in accordance with the emergency plan, and organized manpower to evacuate the music fans to the vegetable greenhouses around the venue to avoid the rain. At the same time, sufficient shoe covers, raincoats and other materials were allocated and distributed to music fans. Hundreds of volunteers dressed in red vests broadcast rain to music fans with loudspeakers in the greenhouse and calmed their emotions. The data shows that more than 7000,<> people were evacuated at the scene within ten minutes.

"At that time, everyone was thinking, will the festival be postponed or even canceled? But with the efforts of the staff, the venue was quickly restored, and even if the feet stepped on the dirt, it did not affect the enthusiasm of the people. Zhai Shuangxin, a student at Linyi University who watched the performance, remembers the scene vividly.

After the rain, Li Kaiyu clearly remembered, "The sky was blue and shiny." After the rain stopped, all parties moved at full speed, overhauled equipment, checked hidden dangers, and under the premise of ensuring safety, the festival resumed performances within two hours and made up for the performance time for fans.

The muddy lawn is filled with puddles due to the joy of the crowd, which brings great inconvenience to music fans. At two o'clock in the morning of the 16th, the enthusiastic fans gradually dispersed, and 7 excavators and 1 roller entered the venue overnight, and the machines roared until 12 noon that day. The command temporarily decided to shovel all the muddy lawns before the fans entered on the 16th, so that the audience could sit on the ground and enjoy a better viewing experience.

Local official data shows that the festival performed for two consecutive days, with more than 1,5 spectators pouring in every day, and more than 7000,<> cars driving in on two days. "Although the sky is not beautiful, we worked hard to make the show run smoothly!" Liang Jiwu, the specific person in charge of the headquarters and chairman of the Standing Committee of the Surabaya County People's Congress, sighed with emotion.

It's not just festivals that are "seen and heard"

In the atmosphere of carnival of thousands of people, the word "Surabaya" became a hot search word on major social platforms for a while with the live performance promotion of the band and the improvised record of music fans. For the first time, this county seat was truly "seen" by more people.

Also "seen" is the enthusiasm of the locals and the abundance of their products. In just two days, Liu Tong sold 4000,<> bowls of beef noodles here.

Upon learning of the music festival, 35-year-old Liu Tong and his sister, who runs a fast food restaurant, immediately signed up for a catering booth. "In advance, the management department has already explained that there will be a lot of people, so let's prepare more ingredients." Liu Tong remembers that the number of music fans who came to eat at that time was far more than everyone expected, and the crowd in front of his booth gathered around several floors, and looked up to see "all people".

Liu Tong priced 28 yuan per bowl of beef noodles, and all the ingredients prepared on the first day of admission were sold, selling more than 2000,2000 bowls. The next day, less than <>,<> bowls were sold, and later, the beef was gone, only noodles, so he lowered the price to a few yuan a bowl.

"Busy! So busy! Liu Tong and his family were so busy that they could hardly drink a sip of water and did not have time to eat hot food. His parents stayed up all night for two full nights, stewing 500 pounds of beef.

"You don't actually feel tired in that atmosphere!" Liu Tong is pleased that his beef noodles have been uploaded by many music fans to some short video platforms and friend circles, and have been praised: "I see beef without meeting".

Also popular are stalls such as meat dumplings and Surabaya fire, all of which are owned by young local people. A 32-year-old guy's cool skin stall was out of stock several times on the first day of the performance, and he tried his best to quickly restock.

At the music festival site, Surabaya County also specially arranged a special product exhibition area. "The exhibition area of this music festival should reflect the local characteristics of Surabaya and make foreign tourists feel at home. Through the county's checks, 14 kinds of characteristic agricultural products such as watermelons, sweet potatoes, and strawberries were determined. The person in charge of the supermarket of the exhibitor said.

On the day of the event, local high-quality watermelons, strawberries, and roasted sweet potatoes were sold on the spot, and the guy in charge of cutting watermelons cut 265 Qusi watermelons in one day, which was jokingly called "Xiao Li Feidao" by music fans. A music fan from Anhui "dazzled" 3 Qusi watermelon princes in one day, and couldn't help but say: "It's worthy of being a watermelon raised in spring water, it's so sweet!" ”

More than 2000,<> young volunteers, including local Quanxiang Volunteer Association, Blue Sky Rescue Team and other social welfare organizations, guided fans to take the shuttle bus to enter smoothly, maintain the order of departure, answer fan consultations, and distribute free raincoats to fans.

"Because it was raining and the weather was cold, the staff sent us ginger soup for free, which was very thoughtful and must be praised for them." Duan Ao, a young music fan from Linyi, said.

These days, Liang Jiwu, who has reviewed the comments on the festival on social platforms more than once, found that the word that appears most frequently is "sincerity", which makes him feel quite gratified.

Liu Tong looks forward to holding another such music festival at his doorstep next time, and he will definitely prepare enough materials to "let more guests from other places feel our enthusiasm."

"Can't let this pot of hot water go cold"

In just two days, the youth music festival brought a staggering amount of cultural tourism income to the county. According to statistics, during the music festival, the accommodation rate of major hotels and boutique guesthouses in the county exceeded 80%, achieving a total income of more than 5000 million yuan in the tourism society and driving the total income of the city's tourism society to more than 1 million yuan.

However, what the county is looking forward to is clearly more long-term.

As an old revolutionary county in Yimeng and a major county for labor export, Surabaya County has nearly 15,<> migrant workers all year round. According to the survey of the local government, the continuous outflow of young and high-quality talents from rural areas, the problems of insufficient total talents, structural imbalance, low quality, and serious aging are more prominent, and there is still a certain gap between the overall development level of rural talents and the requirements of rural revitalization.

The day after the music festival, the headquarters held a meeting to carry out the "review" of activities, from system guarantee, post arrangement to on-site service, emergency plan and other links, talking about problems, deficiencies, rectification, and in a lively discussion atmosphere, everyone reached a consensus: "We can't let this pot of hot water cool, we still have to make real efforts to attract and serve young people." ”

On April 4, Pang Haibo, a post-25s youth in Surabaya County, was busy in the cooperative greenhouse where he planted sweet potatoes. The cooperative covers an area of 90 acres, with 400 high-standard solar greenhouses, 50 spring and autumn sheds, 83 high-standard cellars and 3 traditional well kilns. It cultivates 30 million high-quality detoxified seedlings every year, can store 1.120 million jin of potatoes, has an annual transaction volume of 3000 million yuan, and realizes a profit of more than 300 million yuan.

As a representative of young farmers who returned to Surabaya to start a business, Pang Haibo, who participated in the music festival, was full of energy. Since 2017, Surabaya County has implemented the "Sirang Return to Hometown" entrepreneurship project, formulated and introduced a number of employment and entrepreneurship policies, encouraged and supported migrant workers, college graduates, rural practical talents and other talents, and focused on sweet potato planting, sweet potato processing, warehousing and logistics, e-commerce live broadcast and other aspects to rural innovation and entrepreneurship. Pang Haibo, who was doing business abroad, returned to his hometown to start a business, devoted himself to sweet potato seedlings, and led the countryside to become rich.

How to retain young people and make them more productive? In recent years, Surabaya has introduced a total of 2733,256 young talents and settled in 256 enterprises through the "Sirang Return to Hometown" project and the "reservoir" program for talents in Quanxiang; Through activities such as "Quanxiang Elite Competition", "Quanxiang Docent Competition" and "Village Head Bench Meeting", outstanding young people are selected in various forms; Promote the "rural revitalization partner" model, recruit 98 partners of various types, 2700 cooperative projects, and drive <>,<> jobs...

"How to activate and innovate the existing talent introduction and selection projects is a new topic that we urgently need to solve." Li Qingquan, deputy director of the Organization Department of the Surabaya County CPC Committee and director of the county human resources and social security bureau, said.

The group of young volunteers is a beautiful sight of this Surabaya music festival. Thanks to the continuous construction of the volunteer service system over the years, the number of volunteers in the new era civilization of this county has reached more than 12,2, and since the beginning of this year, 38,142 volunteer service activities have been carried out, and the service hours have reached 8.<> million.

Yan Shiqiang, deputy director in charge of daily work of the Propaganda Department of the Surabaya County Party Committee, said: "We will take the Youth Music Festival as an opportunity to take the civilized practice of volunteer service as an important carrier for cultivating and practicing the core socialist values, vigorously carry forward the volunteer service spirit of dedication, friendship, mutual assistance and progress, and polish the background of civilization and happiness in Quanxiang." ”

The popularity of the festival continues. Wang Xiao, secretary of the Tuansurabaya County Party Committee, was pleasantly surprised to find that youth stations in the county had received dozens of applications for job search and accommodation from young students from other places, which was rare in previous years.

"The success of this music festival reflects the great importance attached by the Surabaya County Party Committee and Government to youth work and greater support for youth development in recent years." Wang Xiao sighed.

Wang Xiao introduced that since 2022, the county has launched the construction of youth development friendly cities, implemented cultural tourism consumption upgrading actions, created a youth city of "happy living, happy work, happy living, happy living, and happy wei", innovated and upgraded existing brand festivals, provided cultural services and cultural tourism products popular with young people, created a youth leisure position, built a "youth living room", "youth home" and "youth innovation service station", and actively built a "stage" for young people who started their own businesses.

In Wang Xiao's view, "it is this 'enthusiasm' of the party committee and government that makes the young people outside the county feel sincerity and goodwill, and more and more young people are willing to work and settle in Surabaya through talent attraction channels such as the 'Talent Program', so as to have a two-way rush between young people and the city."

In her view, "talent is the first resource, but also the key support and source of the high-quality development of the county's economy, we will continue to explore new paths for attracting talents and cultivating talents in mountainous counties, come up with practical tricks to attract talents and gather talents, build a more open, inclusive, realistic and innovative good ecology, and revitalize this big article, so that more Maxima can gallop happily and realize their dreams in Quanxiang."
