The reporter of Beijing Youth Daily learned from the forum that the pilot of the innovative home care service model will further expand the coverage, and it is planned to cover a total of 24 streets in the eastern and western cities by the end of 2023. The comprehensive service platform "Beijing Elderly Service Network" and mini programs are expected to be launched in June this year, and the elderly and their families can "shop around" to inquire about elderly care institutions and related services. At the meeting, the latest survey results of Beijing's elderly home care service demand were also released, nearly ninety percent of the interviewed elderly people tend to live at home, and nearly forty percent of the elderly have certain difficulties in eating.

Guo Hanqiao, member of the Social Work Committee of the Beijing Municipal Party Committee, deputy director of the Civil Affairs Bureau and spokesperson of the press conference, said that in order to fundamentally and systematically solve the problem of elderly care in megacities, Beijing has carried out a pilot innovative home care service model since last year. In the past six months, the pilot work has promoted market entities to "move" professional inclusive elderly care services to the homes of the elderly through supply-side reform, providing a "Beijing plan" for solving the difficulties and work innovation of home care services nationwide.

Li Yuhai, chairman of Beijing Healthy Elderly Care Group Co., Ltd., further introduced the relevant details of the pilot of the innovative home care service model. Through the construction of Beijing's first comprehensive demonstration center for home care services, the service supply list covering 7 categories, 20 subcategories, and 98 items covering life care, medical assistance services, meal services, rehabilitation services, training and guidance, psychological support and auxiliary services has been carefully compiled to provide products and services suitable for all ages and physical conditions for the majority of elderly citizens. The comprehensive demonstration center of home-based elderly care service is equipped with two highly educated and high-quality chief elderly care service housekeepers, a number of professional elderly care service personnel and several volunteers in each service area to achieve "full coverage" of management and services, and "zero day difference" in response and feedback.

Li Yuhai said that in the six months since the launch of the innovative model pilot, the "Beikang Yang e-Home" Mini Program has completed more than 15,5 registered users; signed nearly 100 long-term home care services; and carried out more than 3800,2023 services for the elderly, effectively solving the rigid problems of "urgent and difficult" home care for the elderly such as meal assistance and medical assistance for the elderly at home. Thirty percent of the elderly have a need for home care services

The forum also released the latest survey results of Beijing's elderly home care service demand. The survey was mainly aimed at the elderly living in the sixth district of the city and 10 districts including Changping, Tongzhou, Mentougou and Daxing, with a total of 12,5 elderly people interviewed, and the survey sample was concentrated in the age of 60-79 years old. The survey covers the service needs of the elderly in 10 aspects: living in elderly care institutions, meal assistance, home care, medical assistance, shopping for the people, age-appropriate transformation, spiritual care, tourism, universities for the elderly, and volunteer services.

The survey found that among the interviewed elderly, nearly ninety percent of the elderly tend to live at home, and only one in ten elderly people are willing to live in nursing institutions, and the elderly have higher requirements for professional home care services. Home care services are the decisive factor for the happiness of home-based care, with 33.4% of the elderly in demand for professional home care services.

Regarding the demand for meals for the elderly, the survey found that most elderly people meet their meal needs by cooking for themselves, with the help of their children or babysitters. Nearly 40% of the elderly said that they had difficulties in eating, and a small proportion of the elderly currently rely on the elderly table to solve the dining problem. The elderly pay more attention to the quality, nutritional matching, taste, hygiene conditions and price of meals, and the second factors they pay attention to are health factors such as less oil, less salt and less sugar, and are not sensitive to factors such as distance and soft taste.

In terms of age-appropriate transformation, the survey found that about half of the elderly need home-appropriate ageing transformation, but some elderly people have limited cognition of age-appropriate transformation, and most of them equate age-appropriate transformation with the installation of handrails.

In terms of service cost performance, most of the elderly pursue economic benefits, but there are also a small number of elderly people who have higher requirements for service quality, and price factors are not the first choice. With the improvement of economic and social development and residents' living standards, the elderly also expect better and more convenient services and a more colorful life.

Guo Hanqiao: At present, there are 60.465 million permanent residents over the age of 21 in Beijing, accounting for 3.414% of the permanent population. At the same time, focusing on the supply of inclusive elderly care services and building a home care service network is the new main direction of home care services, and the core is to solve the problem of home disability and dementia for the elderly. This pilot model supports market entities to focus on the elderly with disability and dementia at home, take into account the needs of various elderly care services, and build a home care service network of "management team stationed on the street, cloud on the information platform, elderly care housekeeper package community, and nursing staff entering the home". On this basis, formulate a list of inclusive elderly care services, standardize home service standards, and provide housekeeper-style comprehensive service solutions.

Guo Hanqiao: In the six months since the pilot was launched, the number of registered users of the "Beikang Yang e-Home" App has reached 15,100, and more than 100 long-term home care services have been signed within the pilot scope of Guangnei Street, Xicheng District, which is equivalent to building a community "virtual nursing home" with 100 beds, realizing asset-light and low-cost operation, and providing physical and professional elderly care services in Guangnei Street, effectively solving the problem of home care for the disabled elderly in more than 4000 families; At the same time, more than 2,<> orders of various services such as meal assistance, medical assistance, cleaning assistance, and bath assistance have been carried out, effectively providing elderly care services for the elderly at home in the surrounding areas. Guo Hanqiao: It can be summarized as "one reform" and "three major innovations". "One reform" is the supply-side reform of elderly care services. In recent years, the work of the elderly has mainly encouraged and guided the disabled elderly to move their "home" to institutions for the elderly through the construction of old-age service institutions and the development of centralized old-age beds. The new home care service model is to promote market entities to "move" professional inclusive elderly care services to the homes of the elderly, and explore a new path for inclusive home care development. "Three major innovations": First, the development system innovation, that is, to further clarify the responsibility boundary of the government, the market, society and the family, and build a new type of elderly care service development system guided by the government, market-oriented operation and enterprise-oriented operation in accordance with the idea of "educating the industry" and "walking on two legs" on the basis of "running a business".
