【Economic Watch】The active performance market cannot let the "scalpers" revel

Recently, the performance market has been extremely active, and many well-known singers have officially announced their concert itineraries, which has excited fans. But many people found that in the ticket grabbing link, some concert tickets were basically "seconds light", which made them a little frustrated.

Here, many consumers "don't even see the shadow of the ticket"; Over there, many "scalpers" shouted in the circle of friends "There are tickets!" There are tickets! But only if "you have to raise the price."

Do these "scalpers" really have tickets? Not necessarily, because there are "fake scalpers" among them! Therefore, consumers must keep their eyes open and beware of being deceived by some "fake scalpers" who do not have tickets in their hands or sell fake tickets. Of course, many "scalpers" do have tickets in their hands. So, where did their tickets come from?

In the case of the technological upgrade of the ticketing platform, some "scalpers" carried out "human flesh" ticket grabbing. With years of experience in ticket swiping, familiarity with the ticketing platform, proficiency in operation and fast network speed, they use their ID cards or borrow the ID cards of family and friends to grab tickets. Then, take advantage of some ticketing platforms "can be transferred once" to resell to earn the difference. Some "scalpers" will take over the business of "robbery" and let consumers pay after grabbing it.

There are also some "scalpers" who choose to be "middlemen", by matching consumers who grab tickets to trade with consumers who want tickets, and then earn the difference from them.

Some of them are sold at a markup for internal tickets, which is the main source of "scalper" tickets. Because the organizer of the concert will put some tickets on the ticketing platform for sale, and will reserve a part as free tickets, work tickets, and anti-increase tickets, these tickets are called internal tickets. Since the internal tickets are basically paper tickets, it is impossible to achieve the real-name system, and it is very likely that they will change hands and fall into the hands of "scalpers" after layers of transfer, and then "scalpers" will be sold at a higher price. Some organizers even cooperate with "scalpers" to seek improper benefits.

Due to different resources and different channels, the "cost" of different "scalpers" to get tickets is also different, plus the price of different seat locations is also different, so the price of "scalper tickets" is also different. Some let consumers increase the price by a few hundred yuan, and some increase the price by several thousand.

The existence of "scalpers" disrupts the order of the ticket market, increases the cost of many consumers watching concerts, damages consumer rights and interests, and is not conducive to the healthy development of the performance market. At present, the performance market is gradually picking up, but the recovery performance market cannot let the "scalpers" stir up the yellow.

In April this year, the Ministry of Culture and Tourism issued the Notice on Further Strengthening the Management of the Performance Market and Regulating the Order of the Performance Market (hereinafter referred to as the "Notice"), which made it clear that the number of tickets for commercial performances publicly sold to the market shall not be less than 4% of the approved number of audiences.

In this regard, some insiders pointed out that the "notice" shows that for a long time before, the public sales rate of many performances was less than 70%. After the policy is introduced, the key is how to implement it, and even if the policy is strictly implemented, 70% of tickets are sold publicly, and there will still be room for "scalpers" to make profits.

In this context, in order to reduce the negative impact of "scalpers" on the performance market, the following measures can be taken: First, adopt the method of "real-name system + non-transferable + time-limited refund" of electronic tickets, so that "scalpers" cannot be resold; Second, relevant departments should strengthen supervision, improve law enforcement efficiency, make full use of supervision and spot checks, media supervision, mass reporting and other methods, and promptly discover and control the chaos of "scalpers" reselling internal tickets in accordance with the law; The third is to increase supply, and appropriately increase the number of performances by taking various measures such as compressing the approval time.

A few days ago, the Shanghai Consumer Protection Commission expressed the hope that the performance ticketing management system can be more perfect and reasonable, the sales channels will be more open and transparent, promote consumption fairness, and restore normal ticket market order. At the same time, it is suggested that relevant departments can pay attention to protecting the legitimate rights and interests of consumers and promoting the benign and healthy development of the performance market.
