According to a report by the Central People's Radio and Television Station on May 5, several stations of Ningbo Rail Transit Line 22 in Zhejiang Province were built in permanent basic farmland. Since it is impossible to occupy arable land and build supporting roads to reach nearby communities, the relevant stations have been "floating" in the farmland and becoming "islands" in the past four years since they were built. According to relevant national standards, the subway should be laid on the main passenger corridor with a large passenger volume in the city. The person in charge of the construction of the subway station said that when the site was selected, he knew that the area was basic farmland, but it had passed the approval of the higher department. The local planning department responded that this move is ahead of time, and hopes to gradually transfer out permanent basic farmland under the premise of compliance, and make up classes as soon as possible to minimize the occurrence of this kind of thing in the future.

The protection of basic farmland in China has always been very strict. The Regulations on the Protection of Basic Farmland promulgated and implemented by the State Council make it clear that after the basic farmland conservation area has been designated in accordance with law, no unit or individual may change or occupy it. Where the conversion or expropriation of agricultural land is involved, approval must be obtained from the State Council. The local people know that it is impossible to build subway stations in farmland, but insist on doing it, which is confusing.

People don't seem to agree with the local explanation of "advanced planning", and some experts pointed out: "We cannot use advanced planning as an excuse to first build subway stations in basic farmland, and then force higher-level departments to adjust permanent basic farmland planning for people's livelihood considerations." ”

"Violations also do first, make raw rice mature rice before talking", in reality, some places "get on the bus first and buy a ticket later" operation, it is not uncommon. For example, some localities first illegally approve certain projects in ecological environmental protection zones that should not be carried out, and then adjust the scope of the protected area to achieve the purpose of "rectification in place" or making relevant projects "legal"; In order to increase the greening rate, some places still strongly require the planting of green forests, knowing that some basic farmland on both sides of the road network is not subject to changeable use...

Behind such operations is often the willfulness and arbitrariness of power. As grassroots cadres say, even if the relevant authorities issue letters of recommendation due to project violations, they often do not stand up to "the high attention of higher-level leaders". In addition, the mechanisms for investigation and research, scientific decision-making, and accountability have not been perfected and implemented, and decision-making has not been corrected if it deviates from the actual situation at the grassroots level, and there is no need to bear responsibility, all of which have contributed to similar "pat on the head" decision-making to a certain extent. Such decisions and operations not only waste money and resources, but also hurt people's feelings and damage the local business environment and image.

Objectively speaking, planning and decision-making can be ahead of time and need to be ahead, but scientific, appropriate, proportionate, in accordance with regulations and procedures, is still a prerequisite. At the moment when the wind of investigation and research is flourishing, sitting in the office is full of problems, and going down to the grassroots level is all the way. Those planning and design related to people's livelihood, those expensive engineering projects, we should really listen to what the masses say and what the people think, and strive to avoid being flashy behind closed doors.

From key construction projects to repairing streets and alleys brick by brick, any urban decision is not a joke, let alone "flipping cakes". This is related to local economic development, city image and governance capacity, as well as the convenience and happiness index of thousands of households. It is hoped that all localities can learn from the "negative teaching materials", have more power awe, administer according to law, and ask more questions about the needs of the people, so that investigation and research can release more vitality and possibilities for urban governance.
