According to the Shinagawa Ward Board of Education, students who attended junior high schools in the ward were bullied for eight months from February of the first year of the year Reiwa such as notes such as "shine" and "kiero" were placed on bald boxes on their desks.

The student was diagnosed with an adjustment disorder in July of the following year, and although the parents told him that the cause was anxiety about school life and that his life was in danger, the bullying behavior continued, and the student was transferred to a junior high school outside the ward.

According to the Ward Board of Education, in such a case, it was necessary to recognize it as a "serious situation" of bullying as stipulated by law, but after receiving a complaint from parents, it was certified two years later in May last year.

The district board of education apologized to the students and said at the press conference, "We did not recognize this as a serious situation, and we apologize for the delay in certification."

Mayor Kyoko Morisawa said, "We would like to consider establishing a specialized department to lead to the early detection and resolution of bullying."
