A few days ago, the official website of the Department of Justice of Hubei Province issued an announcement to solicit public opinions on the "Hubei Province Electric Bicycle Management Measures (Draft for Review)". According to the Measures, drivers of electric bicycles should be at least 16 years old; Only one minor under the age of 12 can be carried by e-bike.

Article 18 of the Measures clearly states that electric bicycle drivers should be at least 16 years old. Only one minor under the age of 12 can be carried by e-bike. Car seats shall be used when carrying preschool children. Electric bicycle drivers and passengers should wear safety helmets.

Article 19 of the Measures emphasizes that the following acts are prohibited for electric bicycles:

(1) Assembling electric bicycles;

(2) Installing or modifying power devices such as motors or batteries that affect the safety performance of vehicles, or replacing motors and batteries that do not meet mandatory national standards;

(3) Dismantling or modifying the speed device of an electric bicycle, causing the maximum speed to exceed the mandatory national standard;

(4) Installing canopies, carriages, lights and other devices that change the shape and structure and affect driving safety;

(5) Other changes cause the structure, size and main technical parameters of the vehicle to not meet the mandatory national standards, affecting traffic safety.

It is forbidden to drive an electric bicycle with one of the circumstances listed in the preceding paragraph on the road.

Article 20 of the Measures emphasizes that when driving an electric bicycle on the road, the following acts shall not be committed:

(1) Failing to follow traffic signals, traffic signs, or traffic markings to instruct, driving in the opposite direction, speeding, or obeying the command of traffic police or traffic coordinators;

(2) Driving while intoxicated or taking psychotropic substances or narcotic drugs controlled by the State;

(3) Hands off the handlebars, holding objects in their hands, dialing and receiving hand-held communication devices, or hanging objects on the handlebars;

(4) pulling animals;

(5) Violating restrictions on passage, prohibition of passage or traffic control;

(6) Other conduct prohibited by laws and regulations.

According to the announcement, the deadline for public comment is May 5.
