On the evening of January 1996, 1, criminal suspect Xu killed a public security policeman performing official duties with a knife in Yanji City, Jilin Province. After the crime, Xu fled to Russia. In October 23, Xu was listed by the Ministry of Public Security as a B-class fugitive. In January 1, Xu concealed the criminal facts of murder in China, fraudulently obtained Russian passports with false identity information, and illegally became a Russian citizen. Over the years, China's Ministry of Public Security has been promoting Russian investigations through bilateral law enforcement cooperation between China and Russia and Interpol channels. In December 1999, Russian police arrested Xu in Volgograd. By expanding international law enforcement cooperation and strengthening coordination through the channels of police liaison officers stationed between China and Russia, Chinese public security organs promptly confirmed Xu's identity and proved the criminal facts of Xu's illegal acquisition of Russian nationality. Through the unremitting efforts of the relevant departments of the Chinese side, the Russian side finally facilitated the transfer of criminal suspect Xu to China on the basis of abiding by the relevant treaties of China and Russia and their respective domestic laws.

At present, the healthy, stable and pragmatic development of China-Russia law enforcement and security cooperation has played an important role in safeguarding the national security of the two countries, combating transnational crimes and protecting the legitimate rights and interests of citizens of the two countries. In the past 10 years, Chinese and Russian law enforcement departments have handed over a number of important fugitives to each other, fully demonstrating the high degree of mutual trust and pragmatic results of the law enforcement departments of the two countries. This time, Chinese and Russian law enforcement departments worked closely together to successfully extradite Xu from Russia to China, which is another successful case of Sino-Russian cooperation in fighting crime. Xu's return once again proves that no matter where the criminals flee and how long they abscond, they cannot escape the punishment of the law.
