Xi'an, March 3 (Yang Yingqi) -- In order to further deepen regional judicial cooperation, protect the ecological environment of the Yellow River, and explore new mechanisms for ecological protection of the Yellow River, the courts of Weinan, Yan'an and Yulin held a joint conference on ecological protection and high-quality development of the middle reaches of the Yellow River in Tongguan, Shaanxi Province on 21 March.
Weinan, Yan'an and Yulin are located in the "several" bay area of the Yellow River, with similar natural conditions, common cultural heritage and rich historical accumulation, and are important ecological nodes in the middle reaches of the Yellow River.
In recent years, Shaanxi has continuously strengthened its rule of law in terms of ecological protection in the middle reaches of the Yellow River. Among them, Weinan promotes the "specialization" of environmental resources trials, focusing on creating a characteristic environmental resources trial system. The city has designated specialized environmental resources adjudication agencies, carried out targeted practical training in environmental resources adjudication, and continuously improved the ability and level of adjudication of environmental resources cases. Yulin is rich in mineral resources, and how to realize the ecological protection and restoration of "industry +" and "ecology +" has become the key direction of the city's exploration. It is understood that Yulin innovated measures to strengthen the judicial protection of the ecological environment, explored the establishment of special environmental protection courts, and focused on public participation, enhanced the willingness of the whole people to protect the environment, and achieved good results.
Gong Fuwen, member of the National Committee of the Chinese People's Political Consultative Conference, member of the Central Committee of the Peasants' and Workers' Party and vice president of the Shaanxi Provincial Higher People's Court, said that it is necessary to comprehensively implement the specialized implementation of environmental capital trial institutions, mechanisms, procedures, theories, and teams, highlight the "four key points" of judicial protection of biodiversity protection in the Qinling Mountains, judicial protection of the ecological environment in the Yellow River Basin, judicial protection of the ecological environment in the Yangtze River Basin and judicial governance of soil erosion and desertification in the northern Shaanxi Plateau, and pay attention to giving play to the demonstration function of ecological courts, the function of cooperation between legal inspection and prosecution, and the function of government-court linkage and coordination. The function of regional cooperation and co-governance and the function of diversified interaction and dispute resolution, so as to comprehensively improve the effectiveness of work, and contribute wisdom and strength to promoting the construction of a beautiful Shaanxi and the environmental resources trial work of Shaanxi courts.
It is understood that this meeting is the first joint meeting held after the three intermediate courts jointly formulated the "Opinions on Strengthening Environmental Resources Trial Cooperation to Provide Strong Judicial Services and Guarantees for Deeply Promoting the Ecological Protection and High-quality Development of the Middle Reaches of the Yellow River" in 2022, which is a useful exploration to further improve regional and river basin coordination and establish an overall mechanism for ecological environmental protection system, contributing court strength and legal guarantees to the ecological environmental protection of the Yellow River Basin.
It is reported that the quality of the water environment in Shaanxi Province will be significantly improved in 2022. Among them, the proportion of class I.~III. in the 65 state-controlled sections of the Yellow River Basin reached 93.8%, and there were no inferior class V sections, and the overall water quality reached the best level for the first time, which was the best level since monitoring records.
