With the development of the times, the number of "minor repairs" stalls in the city has decreased, and the unit price has also become higher. Recently, the relevant person in charge of the Ministry of Commerce said that a three-year action to build a quarter-hour convenient living circle will be carried out nationwide. Experts believe that it can improve the level of urban refined governance and standardize and guide the development of business formats. At the same time, practitioners should also update their concepts and provide personalized services such as online and offline.

"The bearing of the car is broken, there were no beads last time, and today I deliberately ran again." On March 3, Uncle Zhang in Beijing spent more than 16 minutes on the road repairing his bicycle: "Some of the repair shops in front of my house are closed, some have moved, and the nearest stall is two kilometers away, and there are long queues when there are many people." ”

In order to facilitate residents' living and consumption, the relevant person in charge of the Ministry of Commerce recently said that a three-year action will be carried out nationwide to build a quarter-hour convenient living circle, transforming the residents' "demand list" into a quarter-hour convenient living circle "satisfaction list", including completing "one dish and one repair", that is, vegetable market and daily key distribution, shoe repair, etc. So how can "small repairs" return to the lives of ordinary people? How should practitioners respond?

It costs more than 100 yuan to equip the keys, and the small stalls disappear, causing inconvenience to the citizens

Recently, Aunt Li, who helped bring her grandson in Beijing, inquired from many places before finding a stall with keys in a neighborhood that crossed several streets. "It's really hard to find, there used to be a lot of streets, but now I don't know where to go."

Aunt Li's questions spoke the hearts of many people, and on social networks, posts such as "Ask where to get a key" and "The newly bought pants are long, where to cut them" appear from time to time.

Yu Yang, associate professor of the Department of Urban Planning and Management of Chinese Minmin University, mentioned in an interview that the impact of "small repairs" stalls on the convenience and happiness of ordinary people is very direct, and the existence of this format is not only conducive to creating a city that is livable and workable, and people are satisfied, but also makes a city more pyrotechnic.

Master Wang, from Pingdingshan, Henan Province, opened a repair shop in a community outside Beijing's North Fifth Ring Road. He told reporters that since his store was put online, he has received an average of more than 10 calls a day, all asking where he wants to get keys or repair shoes.

"Two days ago, there was a young man in Shunyi, because he couldn't find a place to match the key near where he lived, he simply called a flash to send the key over, and then flashed back after matching, originally the key was only 10 yuan, and the flash delivery fee for this time cost more than 100 yuan." Master Wang said with a helpless smile.

In addition to not being able to find a "small repair" booth, many people have reported that the repair fee is getting higher and higher, and it used to cost two or three yuan to get a key, but now it is more than 10 yuan. When interviewing Master Wang, a middle-aged man came to Master Wang to get the key, and after learning that the price was 8 yuan, he hesitated for a while and left.

Master Wang told reporters that the raw materials of the key are not valuable, and the cost of a simple key may be as low as 1 yuan, and the reason why the asking price is high is mainly because the rent is expensive.

Zhang Youlang, a researcher at the Capital Institute of Development and Strategy at Chinese Minmin University, said that returning to the community can not only meet the daily needs of residents in a timely manner, but also help vulnerable groups find livelihoods. However, with the development of the times, social needs are changing, resulting in fewer booths, and then the unit price is also increasing.

I used to earn 500 yuan a day, but now it is difficult to earn 300 yuan

Master Gao, who repaired Uncle Zhang's bicycle, is a southerner who came to Beijing when he was young, and this year, he is 57 years old, and he has been setting up a roadside stall to repair cars and distribute keys. "I changed several places, Qianmen, Di'anmen, and Shichahai, some of them were forced to move because of the impact on the cityscape, and some were too high rents to afford, until they found a free place on the current street corner, and they settled down."

Referring to the phenomenon of fewer and fewer "small repairs" stalls, Master Gao said bluntly: "Young people do not want to earn money, and they are unwilling to work every day; The old man slowly stopped working and went to do something else. More than 20 years ago, more than 10 people came to Beijing from their hometown with Master Gao to engage in the repair business, and now only three or four are still "sticking to their posts."

Master Zhong, 53, came to Beijing from Chongqing in 2002 to set up a stall near the east gate of the Olympic Stadium with keys to repair shoes, and in 2008 moved to his current stall, next to a newspaper kiosk in front of a large shopping mall in Beijing, for a monthly booth fee of 1000,<> yuan.

"In the past, it was basically easy to earn 500 yuan a day, but now it is difficult to earn 300 yuan, except for weekends, sometimes the business is better, usually only one or twenty businesses a day, an average of seven or eight yuan." Master Zhong said bluntly, which also made him retreat.

In order to avoid the single livelihood model of distributing keys and increasing income, Master Wang, who has a flexible mind, has long matched the store with services such as shoe washing, shoe repair, door-to-door unlocking, and lock changing. In the 60-square-meter shop, most of the space is occupied by shoes to be washed. "The monthly rent is 7000,<> yuan, just relying on the key will definitely not work, think of some other way."

In the past two years, the rise of online platforms has brought new business opportunities to "small repairs" stalls, but also brought new challenges. Master Wang told reporters that part of his store's business comes from undertaking external services. "Some online stores are responsible for taking business, physical stores are responsible for providing services, and although you can make some money by cutting the difference in price, the profit space of physical stalls has been further squeezed."

Improve the level of urban refined governance and guide the development of "small repairs and small repairs" business formats

Under the existing conditions, how to guide the "small repair, small repair" service to return to the people's lives? Yu Yang believes that rental costs are the biggest obstacle, in addition, traditional urban governance ideas, or methods of excessive clean-up, to a certain extent suppress its development.

Yu Yang said that the return of "small repairs and small repairs" to community life requires improving the level of urban fine governance, forming more flexible and humanized management methods and methods, and standardizing and guiding the development of business formats. "For example, through tax exemptions, rent relief subsidies, etc., reduce the operating costs of practitioners, encourage them to open more stores, and conduct some free industry training to keep the industry up with the times."

Zhang Youlang suggested that on the one hand, consider setting up a fixed location in the community or on the side of the road, determine a fixed time for stalls, and provide online or offline services to facilitate mobile traders to register in a timely manner. On the other hand, practitioners themselves must constantly update their concepts and develop personalized services that have comparative advantages over online shopping and offline stores.

The reporter learned that in order to leave more living space for "small repairs and small repairs", some places have explored the creation of convenience sheds, the establishment of standardized convenience service points, convenience workshops, etc. Recently, a community in Shangcheng District, Hangzhou, transformed a nucleic acid testing kiosk into a repair shop, providing services such as key distribution, mending clothes, haircuts, and sharpening knives.

Wei Xiang, a professor at the Institute of Financial Strategy of the Chinese Academy of Social Sciences, said that the construction of a quarter-hour convenient living circle, including the "small repair and small repair" format, should be different from the previous streetside free market.

"The community can open up special corridor places for living stalls to ensure continuity and convenience. At the same time, activities such as lock matching and repairing should be filed at the local police station in the community and the neighborhood committee of the community to enhance traceable tracking management and ensure safety. In addition, standardization and evaluation methods can be adopted to replace the format with awards. Wei Xiang said.
