On February 20, 2023, the Intermediate People's Court of Nanjing City, Jiangsu Province publicly pronounced the case of Zhang Xinqi, former member and deputy director of the Standing Committee of the Shandong Provincial People's Congress, for accepting bribes. All personal property was confiscated; Zhang Xinqi's criminal income and fruits of accepting bribes were recovered according to law and turned over to the state treasury.

Zhang Xinqi said in court that he would obey the court's decision and would not appeal.

　　It was found through the trial that from 2001 to 2019, the defendant Zhang Xinqi used his positions as Deputy Secretary of the CPC Weifang Municipal Committee, Deputy Mayor and Mayor of the Weifang Municipal People's Government, Secretary of the CPC Weifang Municipal Committee, Deputy Secretary of the CPC Qingdao Municipal Committee, and Mayor of Qingdao Municipal People's Government , Deputy Director of the Shandong Provincial People's Congress Standing Committee and other positions, to provide assistance to relevant units and individuals in business operations, project development, project undertaking, planning approval, job adjustment and other matters.

From 2006 to 2021, Zhang Xinqi directly or through others illegally received property from relevant units and individuals, totaling more than 155 million yuan.

　　The Nanjing Intermediate People's Court held that the behavior of the defendant Zhang Xinqi constituted the crime of accepting bribes, and the amount of bribes he accepted was particularly huge, and caused particularly heavy losses to the interests of the country and the people, and should be punished according to law.

In view of the fact that he provided clues to solve other major cases after he arrived at the case, which was verified to be true, he had performed major meritorious service, and he voluntarily confessed most of the bribery facts that the supervisory organs have not yet grasped, truthfully confessed all the criminal facts, pleaded guilty and repented, and actively returned the stolen money. The stolen goods and fruits have all been recovered, and they can be given a lighter punishment according to law.

The court then made the above judgment.
