However, Zhuhai recently announced the Zhuhai Municipal People's Government's decision to abolish the "Zhuhai City Fireworks and Firecrackers Safety Management Regulations" and "Zhuhai City Farmer's Market Management Measures" (Zhufu Order No. Regulations on the discharge of fireworks and firecrackers.
In this regard, the Zhuhai Municipal Emergency Management Bureau responded that the current higher-level laws such as the State Council's "Fireworks and Firecrackers Safety Management Regulations", "Civil Explosives Safety Management Regulations" and Guangdong Province's "Implementation Rules on Fireworks and Firecrackers Business Permits" have strict regulations on fireworks and firecrackers. The safety supervision of production, transportation, operation, discharge and other links has formulated clear and rigorous system clauses, which are highly time-sensitive, instructive and operable.
After the "Zhuhai Fireworks and Firecrackers Safety Management Regulations" is abolished, the people's governments of the districts and the management committees of economic functional zones can, in accordance with the higher-level law, delineate the areas, time and types of fireworks and firecrackers that are allowed to be set off, and announce them to the public.
At present, the Xiangzhou District People's Government of Zhuhai City and the Jinwan District People's Government have issued relevant notices.
Among them, the "Notice of the Xiangzhou District People's Government on the Prohibition of Fireworks and Firecrackers During the 2023 Spring Festival" stated that fireworks and firecrackers are prohibited during the 2023 Spring Festival in Xiangzhou District, and there will be no fireworks and firecrackers discharge points during the Spring Festival.
At the same time, the production, operation, and display of fireworks and firecrackers are prohibited within the jurisdiction of Xiangzhou, and the sale and display of Kongming lanterns is prohibited.
Jinwan District issued the "Notice on Strengthening the Safety Management of Fireworks and Firecrackers during the Spring Festival in 2023", stating that in order to ensure that the people spend a safe and peaceful Spring Festival, key areas of Jinwan District (development zone) have set up prohibition zones. Fireworks and firecrackers are strictly prohibited in the area at any time.
