In response to a series of voices of concern from local governments and others about efforts to shift junior high school holiday club activities to local communities, the national government will review its plan to achieve a regional shift over the next three years. According to the actual conditions of the region, we have revised the target for the achievement period to aim for the earliest possible realization.

The government has announced new guidelines for club activities that include these contents.

In order to achieve a balance between club activities and work style reforms for teachers, the national government plans to gradually shift junior high school club activities on holidays to local sports clubs and cultural arts groups over the next three years. Last month, we announced a revised draft of the guidelines for club activities, which included the above, and solicited opinions from the public.



As a result, opinions such as ``it is realistically difficult to achieve in 3 years'' and ``why are we going to make a transition without a receiver and no leader?''



For this reason, the national government decided to designate the three years from the next fiscal year as a "reform intensive period" under the new revised guidelines, reviewing the original plan to achieve most of the regional transition during this period, and designated this period as a "reform promotion period." We revised target of achievement time saying that we aimed at realization as early as possible again depending on the local situation.



On top of that, in areas where it is difficult to transition immediately, we will promote "regional cooperation" such as introducing joint club activities and assigning club activity instructors.



Regarding the regional shift of club activities on holidays, the budget proposal for the next fiscal year and the 5th fiscal year of the Sports Agency and the Agency for Cultural Affairs, which is the first year to start in stages, is only 2.8 billion yen, which is less than half of the budget request. The original plan will be changed and a demonstration project will be implemented.



The Sports Agency said, ``We have determined that it was necessary to review the plan in order to proceed with the cooperation of local governments.We have not lowered the flag of aiming for an early regional transition, so we will firmly promote it.'' .
