  [Explanation] Batu Bayer is the chief judge of the Chahanwusu People's Court of Zhaosu County People's Court. He has persisted in handling cases like this for 20 years.

From 2002 to work in Zhaosu Court, he successively served as bailiff, clerk, trial assistant, and judge, and worked long-term on the front line to resolve grassroots disputes.

In January 2018, he was selected as an advanced individual in national courts by the Supreme People's Court.

  [Explanation] The Chahan Wusu court where Batu Bayer is located is located on the Zhaosu Plateau in Ili, Xinjiang, with an altitude of more than 2,000 meters. The winter is long and the summer is short, and the climate is volatile.

The 76,000 farmers and herdsmen of the Han, Mongolian, Kazakh, Kirgiz, and Xibe ethnic groups living scattered in the border area in the jurisdiction area, in a multi-ethnic and multilingual environment, made Batubayer, who had just come to work here, feel that the biggest difficulty was not the conditions for handling cases , but the language barrier, so Batubayer made up his mind to overcome the language barrier.

After continuous learning, he is now able to use four languages, Chinese, Mongolian, Kazakh, and Kirgiz, to try cases and make legal documents.

  [Concurrent] Zhaosu County People's Court Chahanwusu People's Tribunal President Batu Bayer interprets the law in a language that the masses can understand (can) understand, guides the masses of all ethnic groups to understand each other, and resolves their contradictions, large and small It is worthwhile to resolve disputes and bring the fairness and justice of the law to everyone.

  [Explanation] The transportation in the farming and pastoral areas is inconvenient. In places where cars cannot reach, Batubayer tours on horseback. The "horseback court" facilitates people of all ethnic groups.

  [Same period] Batu Bayer, the chief judge of the Chahanwusu People's Court of Zhaosu County People's Court, is in the pastoral area. Many herdsmen (because of) lack of legal awareness, normal appeals cannot be resolved, and there are large and small conflicts and disputes. From time to time, we will take the initiative to extend judicial functions, go deep into pastoral areas and fields, carry out circuit courts, and publicity activities such as case law, and bring judicial services to the doorstep of the people.

  [Explanation] In accordance with the responsibility system of "whoever enforces the law, he popularizes the law", he led the court officers, combined with law enforcement to handle cases, and carried out in-depth publicity on the rule of law in multiple languages. During his work in the court, he closed an average of 360 cases a year, and the average trial period was only 10 days. The mediation success rate is 63.98%, and the mediation withdrawal rate is 98.26%.

  [Same period] Munila, the clerk of the Chahanwusu People's Court of the People's Court of Zhaosu County, went to the pastoral area with Chief Judge Ba every time, or carried out circuit trials in the fields.
