• The city of Nantes summons about fifty young offenders a year to call them to order.

  • This system, which complements the work of the police and justice, will be developed from 2023.

  • Some convocations will be made before a commission in a solemn setting.

The device, enshrined in the law, is very little known to the population.

For nearly ten years, the city of Nantes has been using the mayor's "police power" by summoning young first-time offenders to its premises.

Objective: to call them to order, to evoke the consequences of the fault committed, in the hope that they do not reoffend.

About fifty summonses are thus issued each year.

“This is an injunction that cannot be avoided.

It concerns minor facts but which disturb the tranquility of a district: noise, squatting of building halls, insults on the public highway, damage, fights near a school... Acts which did not make the subject to criminal proceedings but which have been reported to us by the municipal police, a social landlord or a school, for example.

The experience is considered “fairly effective”.

But faced with the large number of incivilities and the “rejuvenation of the passages to the act”, the majority of Nantes will propose to the municipal council on Friday to “step up” on this device.

The volume of convocations will thus increase and a new solemn protocol, in the central town hall and before a commission, will be created.

In addition to the presence of an elected official, useful professionals will be able to take part in this assembly called the “commission of alert and support for families”.

Parents of minors will be systematically summoned.

“Helping families prevent this from happening again”

“The decorum, the weight of the institution, will impress, considers Denis Talledec.

The idea is to raise awareness and help families prevent this from happening again.

The accompaniment is important, it is not enough to strike the ruler on the fingers.

“Depending on the seriousness, or in the event of absence from the summons, the alleged facts may be reported to the courts.

“Security concerns all the links in the chain: education, prevention, mediation and wagering on human relations.

In a society which is fragmenting, which is rising in violence, we need it more than ever, ”insists Johanna Rolland (PS), mayor of Nantes.

The opposition group LR and centrists will vote for this deliberation "without reservation".

"Fighting everyday incivility and preventing the onset of crime is obviously one of the pillars of the action that Nantes must take head-on to curb the phenomenon of insecurity and that its inhabitants find a little serenity", justifies the Better living group in Nantes.

The Nantes city council will also consider the 2023 budget guidelines on Friday. The installation of additional video protection cameras is on the investment program.
