[Explanation] Building a blue economic partnership is a "Chinese plan" to improve global ocean governance under the changing circumstances, and it is also a pragmatic choice to strengthen ocean cooperation and promote ocean sustainable development.

On November 27, the "2022 Blue Economy Partnership Forum" opened in Haikou.

A total of nearly 300 guests from relevant Chinese ministries, universities, enterprises and scientific research institutions, as well as experts and scholars from 9 countries including Norway, Japan, Singapore, Malaysia, Thailand, and Indonesia, and 4 international organizations participated in this event online and offline. sub-forum.

[Explanation] During the meeting, Chi Fulin, president of the China (Hainan) Reform and Development Research Institute, suggested that under the framework of RCEP ("Regional Comprehensive Economic Partnership Agreement"), China and ASEAN's blue economy industrial chain supply chain should be jointly built. Build a marine tourism cooperation circle focusing on cruise ships.

[Concurrent] Chi Fulin, President of China (Hainan) Reform and Development Research Institute

Under the framework of RCEP ("Regional Comprehensive Economic Partnership Agreement"), China and ASEAN should bring a lot of benefits in building the supply chain of the blue economy industry chain.

For example, we are now proposing that the Hainan Free Trade Port and the Greater Bay Area should be linked to establish a cruise home port, so that Chinese tourists can travel from the sea to ASEAN countries.

The establishment of an industrial chain focusing on the marine tourism cooperation circle, the establishment of fishery and environmental protection, and the supply chain of the important task of the marine industry chain at the same time should have huge prospects and great potential in this regard.

[Explanation] Wang Ning, deputy director of the State Key Laboratory of Marine Resources Utilization in the South China Sea, pointed out that the South China Sea is not only rich in oil and gas resources, but also contains a large amount of special seawater environment elements such as uranium, iodine, and lithium, and needs to be strengthened in research and development.

There are a lot of resources in the seawater of the South China Sea, because the seawater is flowing, this is more suitable for joint development (by multiple countries) to promote technological progress together.

I personally suggest that a cooperative framework can be established between China and ASEAN to jointly develop mineral resources in seawater.

[Explanation] As one of the participating enterprise representatives, Jia Bingjun, chairman of Datang Hainan Company, expressed the hope that in the future, cooperation with ASEAN countries will be strengthened to jointly promote the development of the blue economy.

We also hope to use Chinese technology and products to strengthen cooperation with ASEAN countries in the development of the blue economy, especially in the development of marine energy and the protection of marine ecological diversity.

Work together to create a (suitable) home for human life.

[Explanation] Wu Jun, Counselor of the Department of Asian Affairs of the Ministry of Foreign Affairs, pointed out in his speech that China and most members of ASEAN are both coastal countries. The exchanges and cooperation between the two sides with the ocean as the carrier and link have a long history, and the blue economy cooperation has a good foundation and great potential.

China is willing to work with ASEAN to promote blue economy cooperation in the spirit of mutual respect, openness, inclusiveness, and win-win cooperation, so as to truly benefit the people of all countries.
