Accordingly, electronic cigarettes are included in the scope of smoking ban in public places, that is, smoking (including electronic cigarettes) is prohibited in indoor public places, indoor workplaces, public transportation and some outdoor areas of public places in Shanghai.

  The Shanghai Municipal Health Promotion Committee Office stated that this is another new measure on the occasion of the 12th anniversary of the implementation of the "Regulations", and it also means an important step in the construction of a "smoke-free city" with social co-governance.

The data shows that the use rate of e-cigarettes in various countries shows an increasing trend year by year, and the use rate of e-cigarettes among young people has increased more significantly.

It is reported that the use of electronic cigarettes can increase the risk of cardiovascular disease and lung disease; the nicotine component contained in electronic cigarettes is highly addictive and can cause long-term adverse consequences on the brain development of fetuses and children and adolescents, leading to learning Disorders and Anxiety Disorders.

Harmful substances such as formaldehyde, acetaldehyde, polycyclic aromatic hydrocarbons, volatile organic compounds, and tobacco-specific nitrosamines can be detected in e-cigarette liquid.

E-cigarette emissions (ie second-hand aerosols) are a new source of air pollution, and can also detect harmful substances such as formaldehyde, acetaldehyde, metals, nicotine, polycyclic aromatic hydrocarbons, and volatile organic compounds, and are cytotoxic.

  In order to control the impact of e-cigarette emissions on the hygiene of public places, protect public health, and eliminate and reduce the harm of e-cigarettes, Shanghai has decided to include e-cigarettes in the scope of smoking ban in public places.

  According to reports, the "Regulations on Smoking Control in Public Places of Shanghai" came into force on March 1, 2010. It is the first local regulation on tobacco control issued by the provincial People's Congress in mainland China after the World Health Organization's Framework Convention on Tobacco Control came into effect in China.

On March 1, 2017, the "Regulations" came into effect after the revision, realizing a complete indoor smoking ban. The World Health Organization awarded the Shanghai Municipal People's Government the "World No Tobacco Day Award".

Today, the "Regulations" have been revised again to include e-cigarettes in the scope of smoking bans in public places, and improve legal support for further building a smoke-free city with social co-governance.

  The office of the Shanghai Municipal Health Promotion Committee introduced on the same day that since the 12th anniversary of the implementation of the "Regulations", the smoking control situation in public places here has been continuously improved, and the incidence of illegal smoking in statutory non-smoking places has been further reduced to 12.1%.

98.7% of the people support indoor smoking ban; the adult smoking rate in Shanghai has achieved "seven consecutive declines", and has been on a downward trend for 11 consecutive years, down to 19.4%.

It is reported that in the future, Shanghai will continue to improve the characteristic management model of tobacco control publicity, supervision and law enforcement, benchmarking against the highest and best international standards, protecting public health and building a healthy city.
