On October 12, the State-owned Assets Supervision and Administration Commission issued the "Notice on Further Doing a Good Job in the Reduction and Exemption of Housing Rent for Small and Micro Enterprises and Individual Industrial and Commercial Households in the Service Industry in 2022", requiring all central enterprises and local state-owned enterprises to strictly implement the Party Central Committee and the State Council's reduction in rent for state-owned houses. Conscientiously implement the various notice requirements on rent reduction and exemption of state-owned enterprises issued by various departments of the State Council and local governments, accelerate the promotion of rent reduction, and effectively reduce the operating burden of small and micro enterprises and individual industrial and commercial households in the service industry.
The notice pointed out that all central enterprises should fully complete the task of generally reducing or exempting rent for three months by the end of November, and complete the task of supplementary rent reduction and exemption for three months within two months after the occurrence of high-risk areas in the county-level administrative region, and in 2022. Submit the summary of rent reduction work to the Financial Supervision and Operation Evaluation Bureau of the State-owned Assets Supervision and Administration Commission of the State Council before December 10.
In addition, in order to implement the deployment requirements of the State Council to assist enterprises in bailouts recently, relevant departments have successively issued support policies for industries such as elderly care, childcare, catering, and accommodation, among which supplementary requirements have been put forward for the rent reduction policies in some industries, such as clarifying "the elderly care service" Institutions and childcare service institutions that belong to the category of small, medium and micro enterprises and individual industrial and commercial households and lease state-owned houses will be exempted from rent until the end of 2022.”
In this regard, all central enterprises and local state-owned enterprises should pay close attention to and earnestly implement the various rent reduction policy requirements issued by the state, dynamically adjust the implementation measures, and ensure that strict implementation is in place.
The notice requires that all central enterprises and local state-owned enterprises should, from the perspective of tenants, refine their work plans, clarify policy calibers, simplify operating procedures, publicly post rent reduction announcements, actively connect with tenants, and ensure that tenants who meet the rent reduction conditions are fast and convenient.
