With the teacher recruitment crisis, the urgency of increasing teachers has never been so obvious.

This Monday begins negotiations between the unions and the Ministry of Education about the upgrading of teachers.

With necessarily stormy debates in perspective.

During the presentation of the National Education budget for 2023, Rue de Grenelle specified that an envelope of 935 million euros was planned for this purpose and that it would allow "a historical revaluation".

What are the two types of increases planned?

First, there will be unconditional upgrades, from which all teachers will benefit.

In a letter published in mid-September, Emmanuel Macron mentioned an increase "of around 10%" as part of this general increase.

The ministry has planned to devote 635 million euros in 2023 to these increases for all.

They will be paid from September.

In 2024, they will be distributed in a full year and will cost 1.9 billion euros.

At the same time, the ministry plans increases for volunteer teachers taking on new assignments.

An envelope of 300 million is planned for this purpose for 2023. An envelope which may change in 2024 depending on the number of teachers adhering to this approach.

What is in store for early career teachers?

In his letter to teachers, Emmanuel Macron promised that "no teacher will start their career with less than 2,000 euros net from the start of the 2023 school year." To achieve this, Rue de Grenelle will draw on the 635 million euros planned for automatic revaluation.

Still, some unions believe that we must go further: “The government wants teachers to be paid 2,000 net from their tenure.

But we believe that they should be from the year of the internship, in order to make the teacher competitions more attractive, ”says Gilles Langlois, national secretary of Se-Unsa.

Will mid-career teachers be losers?

Several unions fear that the budget provided for increases without compensation will be monopolized by the upgrading of novice teachers.

And let mid-career teachers be the turkeys of the stuffing.

However, the entourage of Pap Ndiaye insists: "The 2,000 euros net for new holders in fact lead to a revaluation and a revision of the entire salary progression".

Not enough to reassure Sophie Venetitay, the secretary general of the Snes-FS, who made her calculations: “To increase the remuneration of all staff by 10% from September to December 2023, it would be necessary to commit 1.2 billion, and on a full year, 3.6 billion.

There is no question that the middle or end of the career will be forgotten.

Gilles Langlois also intends to negotiate in this direction: “It is indeed the salaries of the first twenty to twenty-five years of career which are too low and progress too slowly.

We need a multi-year recovery plan.

What will be the missions giving rise to additional remuneration?

The “teacher pact”, that is to say these new remunerated missions, may concern primary and secondary school teachers.

It could be a question of making replacements, ensuring the individual follow-up of pupils, the training of colleagues, guidance support... But the very principle of this pact irritates certain unions: "It is not one way of revaluation is to work more to earn more”, protests Sophie Venetitay.

Other questions arise: “The types of missions mentioned by the ministry already exist and are already remunerated (for example the ISOE for student guidance).

In short, it's the big blur, ”continues Sophie Venetitay.

“We are in favor of the missions that already exist, and which are currently not remunerated, being recognized and valued.

But adding an additional workload to the teachers is out of the question,” maintains Gilles Langlois.

For the time being, we also do not know if a teacher will be able to combine several of these missions to earn the maximum.

Wind up against this pact, the Snes-Fsu will try to negotiate so that this part of the revaluation is neutralized in favor of the revaluation without counterparties.



Are we going to tackle wage inequalities?

This question will be addressed during the consultation, even if all the unions are not in unison on the subject.

Primary and secondary school teachers do not have the same level of salary, college/high school teachers being paid 15 to 20% more than their primary school colleagues.

“And, this while they are recruited at the same level of studies.

We therefore ask that the pay gaps be filled,” says Gilles Langlois.

SE-Unsa also wants wage inequalities between men and women to disappear.

“In secondary education, overtime is more often done by men, which affects remuneration,” explains Gilles Langlois.
