The "Regulations on the Protection of Cultural Heritage on the Central Axis of Beijing" (referred to as the "Regulations") have been adopted by the 39th meeting of the Standing Committee of the 15th Beijing Municipal People's Congress on May 25, 2022, and will come into force today.

In this local regulation, a whole chapter is used to clarify the specific measures of "inheritance, utilization and public participation".

The ten-year application to the World Heritage List records the process of the whole society from cognition to understanding of the central axis, from publicity to "immersion"; this process also confirms the pace and progress of the construction of the national cultural center from one aspect.

On the day when the "Regulations" came into effect, a reporter from Beijing Youth Daily reviewed some cases of public participation in the protection of the central axis and the application for the World Heritage List, trying to demonstrate the profound mass foundation for the protection of the capital's old city.

  The central axis application was included in the 2018 Chinese high school entrance examination questions; Beijing Swift was included in the 2022 college entrance examination questions; the first Beijing central axis cultural heritage inheritance and innovation competition reached a total of 35,433 works, and more than 5,000 contestants came from 18 provinces and municipalities across the country. , covering the four generations of "old, middle, young and small"... It has been 11 years since Beijing proposed the application of the central axis in 2011.   On September 24, the Beijing Museum of Ancient Architecture held the 2022 Xiannongtan one-mu-three-point autumn harvest experience activity, inviting ten groups of families to go down to the fields to harvest crops. This autumn, the harvest is mainly millet (shǔ).

According to a reporter from Beiqing Daily, the "one mu and three points of land" in Xiannongtan has been evacuated and restored since 2018.   In August this year, the Xicheng District Bureau of Culture and Tourism and Beijing Hetu launched the "Vientiane Central Axis" digital cultural experience project.

Citizens and tourists can download the special app, and under the guidance of the "water dragon" incarnated by the water animal in Wanningqiao Town, they can experience the new digital axis landscape that combines virtuality and reality, history and the present, and feel the "living" axis culture .

  The "Regulations on the Protection of Cultural Heritage of Beijing's Central Axis" will come into force today

  Beijing's central axis cultural heritage has been included in the "China's World Heritage Preliminary List" by the State Administration of Cultural Heritage. Strengthening legislative protection is a necessary part of applying for a world heritage.

To this end, the "Regulations on the Protection of Cultural Heritage on the Central Axis of Beijing" has been adopted by the 39th meeting of the Standing Committee of the 15th Beijing Municipal People's Congress on May 25, 2022, and will come into force on October 1, 2022.

  The "Regulations" consists of five chapters and thirty-one articles, which are divided into general provisions, protection planning and protection measures, inheritance and utilization and public participation, legal responsibilities, and supplementary provisions.

In terms of legislative ideas, the first is to comply with the protection requirements of international conventions on the protection of world cultural heritage, and to ensure the authenticity and integrity of the cultural heritage of the central axis; The third is to focus on solving the key and difficult problems in the protection of cultural heritage along the central axis of Beijing.

  How to define the central axis of Beijing?

Article 2 of the Regulations clarifies that the cultural heritage of the central axis of Beijing refers to the Beijing Drum Tower and Bell Tower at the north end and Yongding Gate at the south end, running through the old city of Beijing, with a total length of 7.8 kilometers. It is an urban historical building complex composed of roads, modern public buildings and public spaces.

  The protection objects of Beijing's central axis are all-encompassing.

The "Regulations" specify that the buildings from north to south are: Beijing Drum Tower, Bell Tower, Di'anmen Outer Street, Wanning Bridge, Di'anmen Inner Street, Jingshan, Forbidden City, Taimiao, Sheji Temple, Tiananmen, Tiananmen Square building complex , Zhengyangmen, Qianmen Street, Tianqiao South Street, Temple of Heaven, Xiannong Temple, Yongdingmen Royal Road Remains, Yongdingmen, etc.

In addition, relying on the landscape viewing gallery formed by the landmark buildings on the central axis, the historical and cultural resources such as water cultural heritage, other immovable cultural relics, historical buildings, historical gardens, ancient and famous trees closely related to the central axis, related national etiquette traditions, Urban management traditions, construction techniques traditions, folk culture traditions, etc. are also listed as the protection objects of the central axis.

  Article 6 of the "Regulations" specifies that the "municipal cultural relics department" is in charge of the overall protection of Beijing's central axis.

In addition, the Regulations set out a series of protection requirements and protection measures in line with international conventions, including the preparation of protection management plans, the division of heritage areas and buffer zones, and specific protection requirements for various protection objects. , archaeological exploration, engineering construction, evacuation and renovation, emergency protection and other aspects, stipulated a full range of protection measures.

  The 67-year-old Fan Laiyou grew up in Zhonglouwan Hutong at the foot of the Bell and Drum Tower. He grew up listening to the pigeon whistle and witnessed the changes of the central axis for more than half a century.

In the latest "Story of Time" exhibition in the Drum Tower, you can learn about the past and present of the Bell and Drum Tower through the touch screen, which has never been experienced before.

  Fan Laiyou: My family is the third generation living next to the Bell and Drum Tower.
