In an open letter to the Ukrainian president's wife, Olena Zelenska, Waters accused "extreme nationalists" in Ukraine of "leading your country down the path to this disastrous war."
He also believes that NATO has provoked the invasion by approving membership for Russia's neighboring countries.
In the letter, he also directed criticism at the countries that exported weapons for the defense of Ukraine.
Now the Krakow city council will have a vote to decide whether Waters should be declared "undesirable".
This weekend, the concert organizer in Krakow also announced that the gigs are cancelled.
"In that case, it will be a great loss for me, who has been looking forward to spreading my message of love to the Polish people," Waters writes in a statement.
