By the end of 2021, 1.03 billion people nationwide have participated in the basic old-age insurance.

The basic medical insurance covers 1.36 billion people, the insurance participation rate is stable at over 95%, and universal medical insurance is basically realized.

There are 49 pilot cities for long-term care insurance, with 145 million insured persons.

The multi-level social security system has been continuously improved.

  The standard and normative system for the integration of medical care and elderly care in my country has been initially established, and the service supply has increased significantly.

By the end of 2021, the number of medical and elderly care contracts nationwide was 6.6 times that of 2017;

The combination of medical care and elderly care has been included in the national quality work assessment and provincial government quality work assessment points.

  The next step will be to deepen the co-construction and sharing of medical and healthcare resources.

Rational distribution of continuous medical institutions such as rehabilitation hospitals, nursing homes, and palliative care institutions shall be made, and the cooperation mechanism of medical care and elderly care shall be improved.

Encourage rural areas to realize the integration of medical care and elderly care through various methods such as adjacent construction, contractual cooperation, and integration of the two hospitals.

Increase the supply of home-based and community-based medical care services, and support qualified medical and health institutions to provide home-based medical services for the disabled and the elderly, which are urgently needed by the elderly.

Implement the contracted service of family doctor.

At the same time, improve the quality of medical and elderly care integration services, implement the standards and specifications of medical and elderly care integration, carry out continuing education for practitioners of medical and elderly care integration, and implement medical and elderly care integration demonstration projects, so that the elderly can obtain high-quality, efficient and convenient integrated medical and elderly care services.

  Over 30% of the country's elderly care beds are in the community

Combining elderly health and medical care services into basic public health service items, carry out elderly health promotion actions, and continuously improve the level of elderly health management and services.

The combination of medical care and elderly care will be further promoted. By the end of 2021, there will be 6,492 integrated medical and elderly care institutions nationwide, with a total of 1.75 million beds and nearly 79,000 medical and elderly care contracts.

Special actions and pilot projects such as the reform of home-based and community-based elderly care services, the reform of public elderly care institutions, and the renovation and improvement of nursing homes have been continuously implemented.

From 2012 to 2021, the central government has invested a total of 35.9 billion yuan to support the construction of elderly care service facilities.

So far, community elderly care services have basically covered urban communities and more than half of rural communities.

  In recent years, the Ministry of Civil Affairs has actively promoted the development of elderly care services to focus on home-based communities, guided and promoted the construction of exemplary home-based community elderly care service networks with chain operation and standardized management at the district and county level, and built sub-district (township) regional elderly care service centers and Community-embedded elderly care institutions.

As of the first quarter of 2022, there were 320,000 community-based elderly care service institutions and facilities nationwide, with 3.08 million beds, accounting for 88.9% and 38% of the national elderly care service facilities and beds, respectively.

  During the "13th Five-Year Plan" period, the central special lottery public welfare fund invested 5 billion yuan to support 203 regions to carry out pilot reform of home-based community elderly care services; in 2021 and 2022, 2.2 billion yuan was invested to support 84 regions to carry out basic home-based community elderly care services improvement actions. In these pilots and improvement actions, various regions are encouraged to explore the formation of family pension beds, “six assistance” services such as meal assistance, bath assistance, cleaning assistance, medical assistance, walking assistance, emergency assistance, visiting care, mutual assistance, etc. to meet the diverse elderly care needs of the elderly service mode.
