If a rural school is likened to a pool, it should be a pool with surging water, a pool with regular water changes, and not a "stagnant pool".

The key is to have a reasonable "flow" order design, such as using years of service, professional title (position) promotion ladders, etc. to ensure regular water changes, and to provide adequate subsidies and other guarantees during the service period, not asking for everything but for use.
