  In order to further solve this problem, in July 2020, the Hangzhou Municipal Procuratorate and the Hangzhou Municipal Public Security Bureau jointly launched the "non-custodial code".

According to Xu Yan, it has three levels of supervision, green, yellow and red, and the rating criteria are the behavioral trends and comprehensive performance of non-custodial persons during the period of release on bail and residential surveillance.

Non-custodial personnel only need to download the app on their mobile phones and perform face comparison, and the background can use cutting-edge technologies such as judicial big data, cloud computing, and blockchain to open supervision of non-custodial personnel.

  The promotion of the "non-custodial code" will effectively prevent the damage caused by wrongful arrests and other unjust, false and wrongful convictions to the parties involved and judicial injustice caused by long-term detention, and reduce financial expenditure and judicial resource investment.

  In addition, compared with electronic supervision measures such as electronic fetters, the "non-custodial code" is highly concealed, which can effectively reduce the psychological pressure of non-custodial personnel and ensure their normal work and life during the non-custodial period.

  According to Xu Yan, as of July 2022, a total of 29,432 people were covered by the "non-custodial code", and no one was out of control.

Due to the remarkable results, the "non-custodial code" was also included in the "Opinions on Supporting and Service Guaranteeing Zhejiang's High-quality Development and Construction of a Demonstration Zone for Common Prosperity" by the Supreme People's Procuratorate this year, and was promoted.

  With the full support of the Political and Legal Committee of the local Party Committee, the Yuhang District Procuratorate of Hangzhou City independently developed a digital system for "access to specific industries", which provides access to employees in five public welfare fields, including medical and health care, food and drugs, road transportation, education and training, and elderly care services.
