During the visit, around 23:00 that day, many guests in a barbecue stall were already in a state of drunkenness, and there were bursts of laughter and code guessing.

At around 24:00, the reporter saw at another barbecue stall that there were still 5 tables of guests, and the clamor of clinking glasses and chatting never stopped.

No one cares that the noise monitoring value has exceeded the standard, and the hustle and bustle in the middle of the night has affected other people's rest.

  Nearby residents said that the current situation has been greatly improved compared with the past. In the past, at one or two in the morning, or even three or four in the morning, there would be a lot of noise from drunk people.

  "I couldn't bear it anymore. I went to make them quiet, but they said, 'No one else said anything, just meddle in your business'. I quarreled with them." At the end of last year, he was still drinking at two o'clock in the middle of the night. The resident, Ms. Li, angrily went to the barbecue stall to verbally persuade the guests who were yelling.

  At that time, both sides were more emotional, and disputes and conflicts occurred immediately.

The noise generated was louder and more occupants were woken up.

"Seeing that they are about to fight, I can only ask the police station for help." A resident quietly called the police.

  Later, the police gave verbal warnings and educational criticisms to the owner of the barbecue restaurant, requiring him to effectively restrain the guests and prohibit loud noises when the time exceeded 22.

  Overtime work on site

  Since July, Ms. Wu, who lives on Wangzhou Road in Nanning, has always been woken up late at night by the noise of dredging at a nearby construction site, and woke up early in the morning by the noise of machinery piling on the construction site.

  "In the construction site next to my house, every night until two or three o'clock in the morning, the dump truck rumbled into the construction site, and the excavator digged and loaded the soil. The construction was very noisy, and people couldn't sleep because of the noise." Ms. Wu said.

  In addition to the late-night construction, the above-mentioned construction sites began to operate with great fanfare very early every day.

Nearby residents finally fell asleep and were woken up.

  Ms. Huang, a resident near the construction site, said she was deeply affected by it.

She said: "I call and complain as soon as I have time. I need to go to bed and get up early to work. They really affect my mental and physical state."

  Ms. Huang said that she was a light sleeper. Usually, the neighbors upstairs would be woken up when they moved more, and it would be difficult to fall asleep once they woke up.

And since construction began on the site, a good night's sleep has become a "luxury" thing for Ms. Huang.

  The reporter learned from the Nanning 12345 convenience service platform that in the two months of June and July, Nanning received a total of 4,687 work orders for noise disturbance, including 2,180 complaints of construction noise disturbance.

Under the constant complaints from nearby residents, in mid-August, the construction noise at the Wangzhou Road construction site at night temporarily died down.

  Stricter penalties beyond fines

  Regarding various noise problems, some experts said: "Because of its unique temporary or transient nature, noise pollution will make it difficult for the management department to collect evidence, and it is difficult to enforce the law."

  For problems that people have repeatedly complained about, such as noise pollution from construction sites at night, but are difficult to solve, the new noise law has made stricter punishment regulations in addition to fines - the emission of noise causes serious pollution, and it is ordered to correct and refuse to correct, ecological environment or other The supervisory department can seal up and detain places, facilities, equipment, tools and items that emit noise.

  Regarding noise pollution such as late-night snack stalls and square dances, the new noise law stipulates that organizing or carrying out entertainment and other activities in public places fails to comply with the regulations of the public place managers on activity areas, time periods, and volume, and fails to take effective measures to cause noise pollution. Those who do not make corrections will be given a warning, and individuals may be fined between 200 yuan and 1,000 yuan; units may be fined between 2,000 yuan and 20,000 yuan.

  For noise troubles, people have more comprehensive and detailed laws to protect their rights.

At the same time, the new noise law also proposes that grass-roots mass autonomous organizations should assist local people's governments and their relevant departments to do a good job in preventing and controlling noise pollution.

The public should also strengthen self-management, consciously reduce noise pollution emissions, fulfill their obligations to protect the acoustic environment, and implement their rights to obtain acoustic environment information, participate in and supervise the prevention and control of noise pollution, and form a good atmosphere for the whole people to govern together.

  It is reported that in the next step, the "Regulations on the Prevention and Control of Environmental Noise Pollution in Nanning" will also be revised accordingly in accordance with the provisions of the new Law on the Prevention and Control of Noise Pollution, so as to strengthen the legal soil and social soil for noise pollution prevention.
