  Xue Fan was born in Shanghai in 1934, mainly engaged in the translation, introduction and research of foreign songs.

He uses translation to communicate with music. He has translated and published nearly 2,000 songs from all over the world, including "A Night in the Suburbs of Moscow". He has compiled and published more than 30 foreign song collections, including "Russian and Soviet Famous Songs Classics 1917-1991" and "Russian Folk Songs". Collection of Treasures, Collection of Choral Treasures of Russia and the Soviet Union, Collection of Popular Choral Treasures of the World, 500 Classical Songs of World Cinema, Collection of Italian Famous Songs, Collection of Latin American Songs, Collection of Ukrainian Songs, Collection of Belarusian Songs, and Anthology of World Anti-Fascist Songs.

  Xue Fan has won many awards from the Russian Federation, including the national "Friendship Medal" (1997), "Russian-Chinese Friendship Medal" (1999), and "N. Ostrovsky" gold medals conferred by President Yeltsin personally. Medal (2007), "Merald of Merit for the Development of Russian-Chinese Relations" (2009).

In 2005, Xue Fan was awarded the honorary title of Senior Translator by the China Translators Association; in 2022, he was awarded the "Translation Culture Lifetime Achievement Award" by the China Translators Association.

  Since 1994, Beijing, Tianjin, Shanghai, Zhuhai, Macau and other places have held many "Xue Fan's Translation Works Special Concert".
