In this start of the 2022 school year, the tenured teachers of National Education have returned to school.

Alongside them, contract workers who do not have the status of civil servants are recruited to adjust the workforce.

“The situation is comparable to that of 2021, underlined Anne Bisagni-Faure, rector of the Bordeaux academy, during her back-to-school conference.

There is a stable rate of contract workers and the majority of them already worked in the academy and are therefore experienced.

In the second degree in Bordeaux, there are 6 to 7% of contract workers and 1% in the first degree.

"Only 0.5% of secondary school teachers are neo-contractual", insists the rector.

She took the lead to put an end to the controversy over the distribution of classified ads for the recruitment of contract workers this summer.

“Usually we work with Pôle emploi and ads on the academic site.

This year, we wanted more visibility to project ourselves throughout the school year, she said.

We anticipate the demand for replacement in certain sectors [English, Spanish, technology] to secure our pool of contract workers.

“They are in great difficulty recruiting contract workers, comments Marlène Fernandez, general secretary of SNUDI FO 33. If the candidates jostled at the gate, they might not be there.

In the first degree, it would have been possible to recruit more civil servants without resorting to contract workers, as has been increasingly the case over the past three years.

“In the Bordeaux academy, we had more candidates for the competition than places, so already instead of doing contractual employment we could recruit more, first on the main list”, underlines Marlène Fernandez.

And afterwards, for last-minute needs, there is an additional list with a pool of 44 candidates for the first degree.

But only 17 of them have been recruited to date, in accordance with the instructions of the Ministry of National Education.

For the Secretary General, there is only one possible explanation: “the desire to implement contractual employment instead of civil servant employment”.

In the second degree "there is a subject that does not date from yesterday of the appetite to pass the competitions", estimates the rector of the academy of Bordeaux.

A crisis of vocation which is explained, for the unions, in particular by a deterioration in working conditions.

The problem of replacement was more visible during the health crisis for parents because they "were then forced to assume their children", points out Marlène Fernandez.
