This year marks the tenth anniversary of the promulgation and implementation of the Regulations on the Construction of Barrier-Free Environments.

In the past 10 years, the achievements of China's barrier-free environment construction are obvious to all: ramps can be seen everywhere on the road, low-level handrails are generally installed in old communities, barrier-free toilets are increasingly improved in subway stations, and more and more TV programs and online live broadcasts are equipped. Sign language anchors... Seemingly small changes one by one not only facilitate the daily life of special groups such as the disabled and the elderly, and enable urban and rural residents to live "love-free", but also demonstrate the progress of social civilization and the temperature of urban development .

Statistics show that the total number of disabled persons in my country exceeds 85 million, and the population of people aged 60 and above exceeds 260 million.

The "14th Five-Year" Implementation Plan for Barrier-Free Environment Construction issued at the end of last year proposed to "accelerate the formation of a barrier-free environment with complete facilities, complete functions, smooth information and comfortable experience".

What progress has been made in the current barrier-free environment construction?

How to make the disabled, the elderly and other special groups integrate into social life more safely and conveniently?

In this regard, our reporter recently conducted an interview.

Accessibility coverage continues to expand

Shared bicycles, shared charging treasures, shared umbrellas... These shared items are already familiar to people.

Recently, in Harbin, Heilongjiang Province, shared wheelchairs for people with limited mobility have appeared. This is a heart-warming event from the Heilongjiang Disabled Persons' Federation.

Recently, in Xiangfang District, Harbin City, Heilongjiang Province, a resident sent a WeChat Moments to ask for help for a wheelchair for the elderly at home. Community staff immediately came to inquire after learning about it.

It turned out that Uncle Zhang in the community was not suitable to move around due to the decreased hematopoietic function of his body. He could only stay at home on weekdays. In order to allow the old man to go out and bask in the sun, his family hoped that he could use a wheelchair.

After learning about the situation, the community informed the family of the shared wheelchair service. The shared wheelchair is convenient to rent and does not cost a penny.

"With this wheelchair, we can rent one when we need it and push the old man out for a walk." The old man's family said happily, "The use of shared wheelchairs is very convenient, and I hope this kind of shared aids will become more and more popular. ."

Cong Mei, Minister of the Rehabilitation Department of the Heilongjiang Disabled Persons' Federation, introduced that the Disabled Persons' Federation has donated and distributed many wheelchairs and other assistive devices in the past through loving assistance and other forms. When the unexpected masses have a staged demand for wheelchairs, sharing wheelchairs solves this problem.

It is reported that the Heilongjiang Disabled Persons' Federation has carried out the public welfare project of "Love Transmission and Recycling of Shared Wheelchairs" throughout the province. Provide temporary short-term assistive device loan service for the disabled, the elderly and the needy.

In 2021, the Provincial Disabled Persons' Federation will carry out the pilot work of sharing wheelchairs, and put 170 code-scanning shared wheelchairs in 42 points in Harbin City. This year, it will increase its investment in Harbin City to mobilize social support for the disabled, and invest 429,400 yuan to meet the needs of people. 339 of these code-scanning shared wheelchairs have been installed in 113 communities of 2019, realizing full coverage of community-sharing wheelchairs in need in the main urban area. Disabled, elderly and people in need can use them for free.

Compared with traditional ordinary wheelchairs, shared wheelchair management is smarter, more convenient, and warmer.

Like Harbin, in recent years, all parts of China have been committed to building barrier-free cities by strengthening institutional guarantees and infrastructure construction. Today, barrier-free environment construction has penetrated into all aspects of urban renewal, transportation, and public services. The coverage of facilities has steadily increased.

The bus adopts a low-entrance structure, adds Braille stop signs, and builds roads that connect with barrier-free facilities in public places such as parks and shopping malls. In the city, a series of actions are being carried out for the construction of barrier-free cities.

"The government has made great efforts to promote the construction of barrier-free facilities, which has brought great changes to our daily life." Luo Weiguo, vice chairman of the Zhuhai Disabled Persons Association, said with emotion.

Due to poliomyelitis, Luo Weiguo's right leg cannot move flexibly, and he needs to use a wheelchair when going out.

In the past, due to the inconvenient transportation facilities, he tried his best not to go out and to go out less often.

With the further improvement of barrier-free facilities, Luo Weiguo is also willing to go out for a walk. "When playing in the playground, there are not only barrier-free passages and special toilets for the disabled, but sometimes volunteers can help push wheelchairs, which is very warm. of!"

The relevant person in charge of the Zhuhai Municipal Transportation Bureau said that the Municipal Transportation Bureau will plan to release taxis with barrier-free functions, and urge the urban public transportation operation units to set up voice, subtitle announcement systems and barrier-free facilities on buses. equipment.

"We will urge major public transportation places to deploy wheelchairs and other assistive devices, and set up ticket-purchasing and ticket-collecting facilities, waiting seats and green channels for disabled, elderly and other groups that are inconvenient to travel." The person in charge told reporters.

In Beijing, the three-year special campaign to build a barrier-free environment has renovated more than 2,000 bus hubs, bus platforms, subway stations, and public parking lots. The blind roads of the city's main roads basically have "no breakpoints", and the edge stone slopes basically have "zero height difference". ; Renovate 24,300 small restaurants, small barber shops, small convenience stores and other seven small stores, and strive to solve the barrier-free problem of the "last mile" in front of people's homes.

Barrier-free renovation makes family life more convenient

Not only public places, but the construction of barrier-free environment has also entered the community and family.

In early August, in a small courtyard in Miaoergou Village, Shuixigou Town, Urumqi County, Urumqi City, Xinjiang Uygur Autonomous Region, 16-year-old Zakreya Aimi was watering the sunflowers and vegetable fields in the courtyard with a water pipe. water.

Such a simple task would have been easy for a 16-year-old boy, but it was not easy for Zakreya to do it.

Sitting in an electric wheelchair, he was born with a disability and learned to walk with difficulty while leaning against a wall when he was 6 years old.

Before May this year, he needed the help of his mother, Ayixianmu Abdu Reheman, to get out of the house.

Zakreya needs her mother's help when she takes a bath and goes to the bathroom.

He was fine when he was young, but as he grew up, many things became inconvenient.

Ayi Xianmu was worried every day in her arms. Every time Zakreya took a shower, she stood at the door of the bathroom and listened to what was going on inside.

Several times, his son accidentally fell to the ground while taking a bath, which made Ayi Xianmu feel distressed.

What's more difficult is that no matter where she goes, Ayi Xianmu has to take her son with her. She can't drive and can only push a wheelchair.

Every time I go out, I have to put Zakreya in a wheelchair, push it to the door, help him stand up, and let him stand against the wall. Ano got down and got into a wheelchair.

The turnaround occurred at the beginning of this year. The staff of the local Disabled Persons' Federation came to the door with the family barrier-free renovation project and brought Ayi Xianmu a form with various barrier-free equipment suitable for the disabled.

The staff introduced the uses to her one by one, and asked her to choose according to her needs to make barrier-free renovations for her home free of charge.

Thinking of all the inconveniences and the electric wheelchair just purchased, Ayi Xianmu chose transferable ramps, bath stools, handrails, etc.

After filling out the form, it didn't take long for someone to come and install it.

"After the bathroom was remodeled, he could take a bath and go to the bathroom by himself, and he never fell again." Ayi Xianmu said that now she doesn't need to be at the bathroom door all the time.

The most convenient one is the transferable ramp. Two flat ramps are mounted on the doorstep, with anti-skid accessories on the top and bottom, which is very stable. Zakreya operates the electric wheelchair and aligns the wheels with the two ramps to enter and exit freely. At home, I no longer need my mother to pick up and drop off from school.

There are handles on the ramp, so you can easily carry it with you when you go out, and then place it in other places with steps.

Zhu Minghong, head of the rights protection department of the Xinjiang Uygur Autonomous Region Disabled Persons' Federation, told reporters that this year Xinjiang has invested 27.5933 million yuan to carry out barrier-free renovation of disabled families. The renovation process is designed for each family according to the actual needs of each family.

Through home barrier-free renovation, some disabled people have started e-commerce, some visually impaired people have used voice rice cookers, and some hearing impaired people have used flashing doorbells...

In addition to the barrier-free renovation of homes, the construction of barrier-free facilities in the community is also gradually extending, helping more and more special groups with travel difficulties to get out of their homes and actively integrate into society.

In Building 8, Beiwaxili, Haidian District, Beijing, a gentle ramp with a length of more than 10 meters is eye-catching. The brown double-layer wooden handrails on both sides not only meet the grasping needs of wheelchair users, the elderly and children, but also solve the problem. Before the stainless steel handrail was too cold in winter, it was easy to freeze.

"I have bad legs and I always use a wheelchair when I go out. Although there were ramps before, they were steep and unsafe." This barrier-free ramp, newly renovated last year, made Mr. Liu, a resident who needs a wheelchair, feel at ease.

Data show that from 2019 to 2021, a total of 115,000 old urban communities have been renovated across the country, benefiting more than 20 million households.

During the renovation process in various places, 51,000 elevators were installed, and more than 30,000 community service facilities such as pension and meal assistance were added.

During the "13th Five-Year Plan" period, a total of 650,000 impoverished and severely disabled families have undergone barrier-free reconstruction.

The "14th Five-Year" Implementation Plan for Building a Barrier-Free Environment proposes that during the "14th Five-Year Plan" period, 1.1 million families with severe and difficult disabilities should be supported to carry out barrier-free renovation.

Informatization expands accessibility service extension

"The 9001 bus (branch line) has entered the station." Recently, in Suzhou City, Jiangsu Province, in synchronization with the announcement of the approaching bus, the mobile phone began to vibrate, reminding Fan Jiawei, who is blind, to get ready in time.

In the past, when Fan Jiawei, a Suzhou citizen, wanted to take a bus, a big problem was that several cars might arrive at the stop. He didn't know which car he wanted to take.

Although he can get help by asking passers-by, he always finds it inconvenient.

Since March this year, the bus guide service system has been put into trial operation on some buses of several lines in Suzhou, making travel more convenient for him.

Before getting on the bus, he first clicked on the mobile app to subscribe to the bus with the bus guide service system installed. The bus driver to take the bus has already learned that there is a blind person on the platform ahead, so be prepared to meet him.

When the vehicle arrives at the station, it will vibrate to remind Fan Jiawei of the location of the vehicle.

"There is a barrier-free map on the mobile phone for navigation, and the bus is equipped with an intelligent service system, so the blind person and the driver can interact in both directions. On the road, when encountering a blind person wearing a special yellow vest, the taxi driver will also take the initiative to ask if they need a taxi." Fan Jiawei told reporters that he personally experienced the achievements of barrier-free environment construction in Suzhou.

Dr. Li Linqing, president of the Suzhou Barrier-Free Construction Promotion Association, is the relevant person in charge of the implementation of the Suzhou Travel Barrier Comprehensive Service Platform. He introduced that the content of this service platform includes the bus guidance service system.

On weekdays, Li Linqing, who travels in a wheelchair, always looks forward to more convenient travel.

"We are promoting the construction of this system in order to solve travel problems and help disabled people to easily access public places and receive various public services." Li Linqing told reporters that through this mobile phone platform, disabled people can also easily inquire about public places such as toilets. The exact location of the facility.

In addition to the barrier-free travel platform, technology empowers people in more areas to have "love" and "no hindrance" in their lives in Suzhou: the municipal government portal and the official websites of the Disabled Persons' Federation, landscaping, housing construction and other departments achieve barrier-free browsing ; City and district libraries have set up visually impaired reading rooms, organized and carried out the "Love Cinema" barrier-free movie viewing activities, and through technical support, let the visually impaired watch movies by "listening"; through the establishment of a remote video sign language translation service platform , provides real-time online translation services in four service modes: online translation, stand-alone dialogue, online dialogue and dial-up calls.

In recent years, all parts of the country have strengthened the construction of barrier-free environments. Not only are the "hard facilities" gradually improving, but the "soft environment" is also constantly improving. Technologies such as big data, artificial intelligence, and the Internet of Things are being deeply applied to the needs of disabled people's travel and elderly care. .

"Conversion facilities that support sign language and speech, barrier-free navigation for bus connections, electronic blind roads, barrier-free digital maps, etc., are all important contents of barrier-free environment informatization, which can provide more comprehensive and convenient information for social members in need. Barrier-free information exchange service." Xue Feng, chief architect of China Construction Design and Research Institute, introduced.

It is understood that the first batch of 325 websites and mobile applications have been retrofitted for aging and information accessibility.

From the scene, it is close to the application needs of telecommunications, travel, shopping and other commonly used by the elderly and the disabled; from the process, it realizes simple operations such as "one-click ticket booking" and "one-click car call"; from the function, the introduction of content reading, Warm-hearted services such as voice broadcasts and manual direct "one-to-one" hotlines help special groups share the results of informatization.

At the same time, the China Disabled Persons' Federation provides barrier-free cultural services such as Braille, audiobooks, and sign language subtitles for the blind and deaf. Public libraries at all levels across the country have set up 1,315 reading rooms for Braille and audiobooks, with 24,000 seats.

In Fan Jiawei's view, to promote the construction of a barrier-free environment, it is also necessary to improve the barrier-free awareness of the whole society, and to promote the concept of barrier-free to truly take root in the hearts of the people, making it a conscious action of every citizen, and making the whole society warmer and more barrier-free.
