  Early that morning, the Wuhan Central Meteorological Observatory issued a high temperature yellow warning, "the maximum temperature in most parts of Hubei Province will rise to above 35 degrees Celsius."

  Guo Tengxu and his colleagues went to the warehouse of Hubei Sanxin Culture Media Co., Ltd. to assemble and transport bookshelves.

There were many students who came here for summer jobs with him. They signed labor relations contracts with Wuhan Huaju Human Resources Service Co., Ltd. and were dispatched here.

  Qin Fan, a technical secondary school student who works here, said that he felt very sultry at work that day.

There are three electric fans in the warehouse, which were moved the day before.

On the first day of work on July 7, there were no fans or air conditioners in the warehouse. "Everyone thought it was too hot," so I mentioned this to the factory.

On July 8, when I went to work, the fan appeared.

  "But it's useless." Qin Fan said, he often felt his face get hot when he was in the warehouse.

Yuan Jianwei, another colleague who works in the same work area as Guo Tengxu, said, "It's almost like a stove, but it's stuffy." They saw drinking water in the work area, but they didn't notice any heatstroke prevention medicines.

  According to the historical weather records of Wuhan, that day was the first day since July when the daily maximum temperature in Wuhan exceeded 35 degrees Celsius.

  Such temperatures are common in summer in Wuhan. Qin Fan said that he had noticed the "high temperature yellow warning" issued by the Meteorological Observatory, but it did not cause too much vigilance.

  According to the "Administrative Measures for Heatstroke Prevention and Cooling Measures" issued in 2012, "when the maximum temperature on the day reaches above 35 degrees Celsius and below 37 degrees Celsius, employers should take shifts and other means to shorten the continuous working time of workers."

  But Qin Fan said that they still have to work for 8 hours. "If you don't want to work, just take a break."

  At noon that day, Guo Tengxu didn't have the appetite to eat, so he lay down and rested in a place where the fan could blow.

In the afternoon, Qin Fan noticed that Guo Tengxu's state looked a little out of place. He was breathing heavily and panting a little. He didn't think much about it.

In the afternoon, the factory also sent someone to collect the ID numbers and bank card numbers of these summer workers, which were used to pay wages, which were 14 yuan per hour.

  Despite the abnormality in his body, Guo Tengxu carried it to the end.

  "If I can identify the premonitory heatstroke, it will not develop to such a serious level." Colleagues noticed that Guo Tengxu struggled to turn the handrails and pedal the bicycle while riding a bicycle. After only five or six minutes, he was left behind by his colleagues.

Parking the car, he staggered into the snack bar, passing out quickly.

Qin Fan saw that his face was pale, and even his lips were a little white.

  The 120 ambulance took Guo Tengxu to the emergency treatment of Tongji Hospital (Optics Valley District) of Huazhong University of Science and Technology.

Doctors tried to save his life, but to no avail.

The "medical death certificate" issued by the hospital showed that the cause of Guo Tengxu's death was "heat stroke".

  "Heat stroke is the most serious type of heat stroke. It is more difficult to rescue." Doctor Liu Lin told reporters, "Such patients generally have a very high core temperature and multiple organ failure, such as liver, kidney, muscle, etc. Gastrointestinal, etc., including coagulation disorders."

  For this group of college students, heat stroke is new.

"At most, it's heat stroke." Qin Fan said that because they were young, they were not worried about their own heat stroke. In the first two days, none of their colleagues felt unwell, and he didn't expect that the high temperature would have the risk of death.

Ye Shengyi, head of Wuhan Huaju Human Resources Service Co., Ltd., had never heard of heatstroke before.

  However, the determination of "death at work" after Guo Tengxu's death, as well as the division of responsibilities and compensation issues, have become controversial points.

The Guo family negotiated with Hubei Sanxin Culture Media Co., Ltd. and Wuhan Huaju Human Resources Co., Ltd., but failed to resolve the matter, and took the two companies to court.

  "From a legal point of view, this division of responsibilities has nothing to do with us. He is not a member of our Sanxin. He is fine when he gets off work here." Li Na, personnel manager of Hubei Sanxin Culture Media Co., Ltd. It can be said that although Guo Tengxu does work in the factory of Sanxin Company, his labor relationship is with Huaju Company, and the two companies have signed a labor outsourcing service contract.

  Ye Shengyi told reporters that after the incident, the two companies have been cooperating with the investigation and are willing to bear the corresponding legal responsibilities.

However, there are disputes among the three parties on the determination of responsibility.

"Because the time of occurrence is indeed also off-duty time, in addition, may he have some hidden diseases in his own body that are the incentives."

  "There are no other diseases." Guo Tengxu's sister Guo Beili said, "Every year, the school has a physical examination, and there is no problem."

  But Guo Beili was told that her brother's condition could not be identified and compensated according to the "work-related death" standard.

A lawyer told reporters that the premise of "death at work" is the existence of labor relations.

If the labor relationship cannot be identified, it cannot constitute a "death at work".

In the case of Guo Tengxu, in practice, it is rarely recognized as a "death at work", and there are more cases of personal injury, but the compensation will be much less.

  The "Administrative Measures for Heatstroke Prevention and Cooling Measures" requires that employers should provide sufficient heatstroke prevention and cooling drinks and necessary medicines for workers working in high temperature and high temperature weather.

Rest places should be set up in high temperature working environments.

Rest places should be provided with seats, well ventilated or equipped with air conditioners and other heatstroke prevention and cooling facilities.

  Wet bulb black bulb temperature index (WGBT index) is one of the standards for measuring high temperature work in the method.

In some factories that have been exposed to high temperature operations for a long time, the WBGT index instrument is often placed in the factory building to comprehensively evaluate the heat load of the human contact working environment.

When the index exceeds a certain limit, it is necessary to reduce the working hours or even stop work to avoid high temperature and heat stroke.

  Qin Fan also did not notice the existence of the WGBT index meter or related temperature measuring instruments in the warehouse.

Li Nake also told reporters from China Youth Daily and China Youth Daily that the warehouse is not equipped with a WGBT index meter, but every summer, the company will prepare items for heatstroke prevention and cooling, including Huoxiangzhengqi Pills, Rendan, etc., and sometimes watermelon and mung beans.   As for the problem of not being equipped with air conditioners, Li Nake said that since the work area is located in a newly built warehouse, he planned to install air conditioners, but it was too late.

  In Ye Shengyi's view, enterprises should also consider the employment risks brought about by such more frequent high temperatures in the future. They can install environmental monitoring instruments and air conditioners.

"The most important issue is cost." Ye Shengyi said, "If this kind of weather becomes more and more common, it is not ruled out that companies will increase their efforts to improve the environment in this regard."

  Li Nake said that her company also bought an ice maker, "now every floor puts that kind of big ice cubes every day."

"It turned out to be 35 degrees Celsius in June and July, which is actually fine, but now it's 40 degrees Celsius, it's really unbearable, and we're worried too."

  But Guo Tengxu didn't wait for the ice cubes to arrive.

After the accident, his colleague Qin Fancai realized the seriousness of the problem for the first time and chose to end this short summer part-time job with some colleagues.
