  The report stated that fishing boats and fishermen in the province must meet three conditions when going to sea: First, the cities and counties that open the sea must achieve social clearance for more than 72 consecutive hours; second, the fishing towns and villages that open the sea should belong to epidemic-free areas or low-risk areas. The third is that fishermen who go to sea have no history of living in high-risk areas within 7 days, and must hold a negative nucleic acid test certificate within 48 hours before going to sea.

  At present, the first batch of 5 cities and counties that meet the conditions for opening the sea are Wenchang, Haikou, Qionghai, Chengmai and Changjiang.
