One would have thought so, the character being locked in ice before he could consummate his relationship with Peggy Carter, and apparently remaining single since.
But according to Bruce Banner, played by Mark Ruffalo, Steve Rogers (the hero's real name) did not wait for his meeting with the seductive SSR agent to experience the delights of the flesh... While Jennifer Walters,

She -Hulk, laments in the post-credits scene about the death of Captain American, stating that "that ass didn't deserve to die a virgin", Bruce Banner retorts that "Steve Rogers was not a virgin.
He lost his virginity to a girl in 1943 on the USO tour.
A revelation for Chris Evans, the interpreter of Captain America, who was not aware!
The comedian responded to the news on Twitter with a series of laughing emojis and one with zipping lips, prompting his friend Mark Ruffalo to apologize for not warning him.
