All localities have carried out comprehensive investigation and rectification in seven areas, including institutional reduction, “transition from business to non-profit”, training fees, invisible variation of disciplines, management of training materials and personnel, supervision informatization, and risk prevention, and have achieved positive results.
Among them, in terms of invisible mutation training management, the investigation found that "one-to-one" and other individuals conducted training in violation of regulations for 1,572 person-times, including 15 in-service teachers in primary and secondary schools, all of which have been rectified or dealt with.
According to reports, a total of 172,000 training institutions (including re-examination of closed institutions and non-discipline institutions suspected of conducting discipline training investigations), 243,000 training materials and 405,000 employees were inspected this time. 4,614 institutions with problems were found, accounting for 2.7%.
All localities have dealt with problem institutions in accordance with laws and regulations. At present, the completion rate of rectification of various problems has reached 100%, ensuring that the governance of off-campus training will be deepened and implemented with the actual effect of rectification.
In terms of institutional reduction, a total of 537 institutions with "false cancellations and real operations" were found in a cumulative investigation, and all of them have been shut down and banned.
In terms of "business-to-non-profit", a total of 34 institutions were found to have illegally carried out for-profit activities as non-profit shells. The relevant localities immediately interviewed the person in charge of the institution and issued a rectification notice on the spot, and all rectifications have been completed.
In terms of training fee supervision, a cumulative investigation found that 206 institutions did not implement the government-guided price and charged 820,000 yuan in excess of the government-guided price. All rectifications have been completed and the overcharged training fee has been refunded in full.
In terms of invisible mutation governance, a total of 3,598 institutions have been found to have violated discipline training, and 1,572 individuals have conducted “one-to-one” training in violation of regulations, including 15 in-service teachers in primary and secondary schools, all of which have been rectified or dealt with.
In terms of training materials and personnel management, a total of 1,162 non-compliant training materials were found in the investigation, all of which have been stopped and cleaned up and destroyed; 1,145 teaching, teaching and research personnel without corresponding qualifications have all been deactivated or transferred to non-teaching positions.
In terms of supervision informatization, a total of 598 institutions have been found to have failed to use the national comprehensive platform for off-campus education and training supervision and services to register operational information as required, and have urged institutions to complete information registration and other related work.
In terms of risk prevention, through continuous monitoring and supervision, various localities have strengthened risk prevention and control measures, and have generally established working mechanisms such as key verification to solve the problem of difficult refunds, off-campus training supervision and law enforcement, and prevention and resolution of labor and employment risks.
In the next step, the Ministry of Education will urge and guide all localities to continuously improve the work pattern of unified leadership of the party committee and the government, and multi-departmental co-management, refining and forming practices such as "county row, city inspection, and provincial selection", and further improve the long-term mechanism for off-campus training supervision.
Pay close attention to key nodes such as winter and summer vacations, press down and compact the chain of responsibility, continue to maintain a high-pressure situation, and resolutely prevent the rebound of illegal training.
