The former president and secretary general of the All Japan Federation of Private Kindergartens, which has about 7,500 private kindergartens nationwide, were arrested for illegally transferring about 7 million yen from the federation's account. It is a policy to re-arrest on the 3rd on suspicion of business embezzlement, saying that the secretary general has embezzled several million yen from the federation's account.

The former president of the All Japan Federation of Private Kindergartens, Kei Kagawa, 70, and the former secretary-general, Norio Katsukura, 49, had spent the past four years using the bank account of the Federation of Kindergartens to become a high-class student in Ginza. He was arrested on suspicion of embezzlement and forgery of personal documents for fraudulently transferring about 7 million yen to the account of the company that operates the club, as well as forging bankbooks of the federation.



Subsequent investigation revealed that Katsukura, the former secretary general, was also suspected of embezzling several million yen from the federation's account and misappropriating it for personal use.



The Metropolitan Police Department plans to re-arrest the former secretary general on suspicion of embezzlement on the 3rd.



The Metropolitan Police Department is further investigating the details of the fact that about 680 million yen in total is unknown for the kindergarten federation and related organizations.
