In 5 years, a large community of more than 7,000 people has been renovated [Qiao Jianxin, director of the Dingbeili Community Service Station in Chaoyang Sanjianfang, moved his office into a residential building; people can rest assured about things such as changing slopes and repairing roofs]

It took Qiao Jianxin 5 years to renovate a community of more than 7,000 people.

In March 2015, 50-year-old Qiao Jianxin was transferred to Dingbeili Community, Sanjianfang Township, Chaoyang District, Beijing, as the Deputy Secretary of the Community Party Committee.

The four districts under the jurisdiction of the community are arranged on both sides of a narrow street.

When he first came, many vendors crowded the streets and shouted for business. Two of them were old communities built in the 1970s. Because of the age, the roads were old and bumpy, garbage was piled up in the corners, and the sanitary environment was not good enough. popular.

Qiao Jianxin, who came with a mission, started from scratch, served the residents attentively, organized the creation of the "Red Ribbon" brand, and participated in the renovation of old communities... After the establishment of the community service station in 2019, he served as the station manager, in order to respond to residents' demands faster. , he built the service station in the residential building.

In June this year, Qiao Jianxin was awarded as an advanced individual in Beijing to do work immediately after receiving a complaint.

Look around the community every day

It is very easy for residents to find Qiao Jianxin.

His mobile phone number was attached to various notices and sent to residents. In order to keep the two mobile phones open, he told his family not to contact them lightly to avoid busy lines.

He is active in many WeChat work groups, and his mobile phone memory is not enough, so he can only clear the messages of those family groups.

Every day, Qiao Jianxin has to look around the community.

There are 26 buildings and more than 7,000 residents in the community of 0.18 square kilometers. He is familiar with every corner, and most of the residents are familiar with him. From a distance, they also raise their hands to say hello: "Go out, Qiao Zhan. ?"

In the eyes of Yao Huiying, a resident of Jinxing Community, Qiao Jianxin is fast and resolute in his work. Wherever he is needed, he arrives at the first time, and he is very angry with people. He always asks the residents with a smile, "How are you doing recently? Is there anything that needs to be solved by the community? ?" Seeing the elderly residents in need of services, he always trotted to bring the stools, telling the elderly not to get tired.

During the Spring Festival this year, 64-year-old Yao Huiying suffered from back pain and did not see Qiao Jianxin for a while.

When we met again, Qiao Jianxin greeted him enthusiastically: "How about the back pain?" This made Yao Huiying a little surprised: "You still think about this? I forgot it myself."

With Qiao Jianxin here, the residents feel at ease, and they are used to calling him first when they have something to do.

But when he first came to the community in March 2015, people did not trust this raw face very much.

On a rainy day, an old man in his 80s rushed to the neighborhood committee and complained that the downstairs decoration was too noisy: "We can go out to avoid it on sunny days, but now the weather is bad and we can't rest."

When Qiao Jianxin heard it, he came over: "What do you have to tell me." The old man shook his head: "Who are you? I won't tell you."

Qiao Jianxin had no choice but to find another colleague to receive him, while he "eavesdropped" behind them.

"Can you do this?" The old man asked worriedly, and Qiao Jianxin followed the words and agreed: "You go home first, we'll go right away."

It was almost 11:30 when the old man was sent away. Qiao Jianxin asked the community workers to go to the old man's house to check the situation first. However, it was the lunch break, and the community workers hesitated.

"I also have to go to lunch break. When things are done, more residents will trust the community. If they don't do it, it may become a bad thing." At Qiao Jianxin's insistence, they rushed out with umbrellas. I'm meeting a decorator.

Several people discussed it well and hoped that the decoration master would change to a job with less noise, and the other party agreed.

In the afternoon, Qiao Jianxin passed by the residential building where the old man lived again, and the old man stopped Qiao Jianxin: "Hey, boy, I'm listening upstairs, you really went, let's have a good night's sleep at noon."

A few days later, the old man met Qiao Jianxin again, and dragged him to complain about the danger of the wires protruding from the gate of the community. Qiao Jianxin immediately called the property staff, and it was repaired in a short time.

After this time, the old man no longer doubts the ability of the community. Whenever there is a need, he will come to Qiao Jianxin.

He even took the initiative to ask Qiao Jianxin to send himself a job: "If you need anything, just mention it!"

Force yourself to be an "almighty" person

Residents can think of the community for the first time when they have something to do. This is the task that Qiao Jianxin took before arriving in the community.

At that time, the leaders of Sanjianfang Township specifically instructed Qiao Jianxin to do a good job in community party organization, so that the people would have a more sense of security and belonging.

So in the first three months of coming to the community, Qiao Jianxin surveyed the community every day, why there are these shortcomings and where they can be improved, he has a spectrum in his heart.

Qiao Jianxin officially met with the residents at a community meeting of all party members in early July 2015.

The conference room was crowded, and he asked questions one by one, and planned one thing after another.

Gradually, the community set up 6 party branches and managed 324 party members, and the party organization became cohesive.

"Driven by party members, more residents have become familiar with community work, and we have learned more about each other." Qiao Jianxin found that he built trust with the residents, and made the residents willing to open their hearts to the community workers. This allows for a more timely understanding of the needs of residents.

In 2019, Beijing established a "receive and act upon complaint" mechanism using the 12345 hotline and its online platform as the main channel.

"If we could solve it for the residents at the time, we would have solved it immediately." Qiao Jianxin's most common saying is, "Small things don't stay overnight, big things are discussed." Big pit, applied many times in conferences large and small.

Sometimes it's just changing the ramp and tying up a few wires, all of which are also remembered by Qiao Jianxin.

He was never picky about the size of the matter, "What do the common people want me to do? We think it's a small matter, but for the common people it's a big deal. We should always keep everything in mind of the common people. Your impression will be different."

However, trivial does not mean simple.

Wanting to become a qualified community worker, Qiao Jianxin forced himself to be an "all-rounder" - to understand the subsistence allowance policy, coordinate staff in a timely manner, clarify department responsibilities, activities for the elderly, youth activities, services for the disabled, cultural and sports planning , epidemic prevention and control... When others don't understand, they need him to answer.

He feels that the residents' problems are like five fingers that are not the same. Nothing is the same, but everything must be carefully solved.

Liu Shuhua, the captain of the empty-nest elderly service team, still remembers that in the winter of 2019, the heating of the two buildings in the community was not good. Qiao Jianxin took the heating company and visited more than 30 in one day. Finally found the reason, replaced the equipment, and solved the demands of the common people.

Sometimes residents don't understand the community's practices, and they inevitably argue a few words. When it is intense, they will also criticize Qiao Jianxin.

"Some people know that you can't solve the problem, and they don't have to solve the problem, but when he is angry, he wants an explanation." Qiao Jianxin understands that the residents have their own reasons, and he can only try his best to satisfy and appease them. work.

Believe that you can "do it"

At first, Qiao Jianxin was not familiar with community work.

He came from a military unit, and he also has a soldier's vigorous and resolute character and a soldier's style.

Because of his organizational relationship in Sanjianfang Township and his knowledge of the law, Qiao Jianxin was strongly retained by the cadres in the township: "You stay in the community, the community has a bright future."

"In the beginning, there was still a gap in my heart. In 2005, the salary of community workers was only five or six hundred yuan per month, and the contacts were all the elderly. If I went to a certain enterprise, the future might be better." But Qiao Jianxin stayed, he felt that he was suitable.

At that time, Qiao Jianxin was temporarily dispatched to the Meiran Power Community to be responsible for publicity.

There is no one to clean up the garbage in the community, and the heating cannot keep up. The Spring Festival is approaching, but there is no festive atmosphere.

Qiao Jianxin, who has never done publicity work, deliberately took a bus from his work unit to Xidan Book Building after get off work in order to liven up the atmosphere, bought a few picture albums, and drew a few pictures on the community board newspaper according to the template stroke by stroke. Large lanterns, and as the host of the community residents' party, sent New Year's wishes to the residents.

In normal life, whenever there is something wrong with the household, he will rush to record the whole story immediately. The residents all remember this enthusiastic Xiao Qiao and always greet him to go to the house for dinner.

In March 2006, Qiao Jianxin was transferred to the railway community, responsible for party affairs and traditional culture publicity.

That was his most tiring 9 years. Sometimes, he had to travel across most of Beijing to spread traditional Chinese culture with his community colleagues. He also had to pay attention to various work in the community. He had almost no rest on weekends.

The accumulation of nearly 10 years has made Qiao Jianxin handy in community work.

In 2015, when he came to the Dingbeili community and faced a similar situation, he relaxed and firmly believed that he would be able to "work it out" - he knew that the railway community could be renovated within a few years, and the Dingbeili community could do the same. Do it, even if there are no high-quality conditions here.

However, the reality is that during that time, both residents and community workers were in a state of hesitation.

How the community is going to develop and what it will be like, if people don't see actual changes, it's hard to believe that this road will work.

In 2016, Yao Huiying met Qiao Jianxin for the first time.

At that time, she was on duty in the community, and Qiao Jianxin happened to come over, and the two talked about the development of the community.

Qiao Jianxin told Yao Huiying: "Although no one cares about our community now, as long as we work hard and do a good job in the community, we will naturally win the attention of others."

Yao Huiying felt that the way was right, but she didn't take Qiao Jianxin's words seriously: "How can it be done by him alone?" Qiao Jianxin knew that ordinary people would not believe or cooperate if they did not see tangible changes. Work.

Sometimes he received too many complaints, which made him uncomfortable, but he never complained: "I just ask everyone to remember one sentence, give me 5 years, and I will definitely let the residents see changes."

It was also this year that the relevant departments of Beijing came to the community to investigate. The first question was "Do you have a community brand?" This made Qiao Jianxin realize that if the community wants to gain popularity, it must have its own brand. He pondered over and over again.

Once, when he drove to the station to pick up people, there was a traffic jam on the road, and the taillights of the vehicles in front were flashing red, forming a "red line", which reminded Qiao Jianxin of "red ribbons" - like a flag, connecting the masses in Together, go forward hand in hand.

Along the way, this idea kept revolving in his mind, how to build the brand and how far it will reach in the future... The next day, Qiao Jianxin approached Zhang Guijin, the secretary of the community party committee, to discuss it.

He found someone to design the brand logo, integrate the mass team, and prepared for less than half a year. On May 4, 2017, the Youth Day, on a vibrant day, Qiao Jianxin and his colleagues set up a stage in the community open space and officially launched the "red" Streamer" brand.

In the second year, the Dingbeili community selected ten community model figures with the theme of "promoting the spirit of the red ribbon and striving to be the messenger of civilization".

The winners are all from the community, and were elected by more than 4,000 residents with one vote, one vote. Among them are property staff, party members who have been active in residents' activities for a long time and provide voluntary haircuts for residents, and the captain of the community empty-nest elderly service team. ...Now, these people are still shining in their posts, especially after the outbreak of the new crown pneumonia epidemic, they have become the backbone of the volunteer team.

"Our purpose is to push the residents to be role models. There are 10 in the first year, 20 in the second year... When every resident becomes a role model, what will the community look like? ?" Qiao Jianxin is very confident.

The awards party that day was crowded with people. They chose to hold it in the lecture hall of Communication University of China. The community dance team, calligraphy and Tai Chi lovers, volunteer representatives, chorus, etc., performed well-prepared programs. This business card is truly sounded.

What happened later became a topic that residents of the community talked about - not long after, the old community under the jurisdiction of the community was included in the first batch of renovation plans by Beijing. Qiao Jianxin's promise was fulfilled.

Zero complaints during the renovation of the old community

In 2019, two old communities, Jinxing Community and Cultural and Educational Community, under the jurisdiction of Dingbeili Community, began construction and renovation, involving more than 970 households, nearly 1,600 residents, and 7 property rights units.

How to cooperate with the construction unit and property in the shortest time, so that the renovation of the old community can get the "double satisfaction" of the residents, that is, the satisfaction with the government and the quality of the project?

This question fell on Qiao Jianxin again.

At that time, the community had set up a service station. In order to understand the needs of the residents at the first time, and in order for the residents to find him to report their problems faster, Qiao Jianxin moved the office to the residential building of the community that needs to be renovated - Building 4 of Jinxing Community. 2 Doors 101.

At that time, Qiao Jianxin often arrived at the unit at 7:00 in the morning, and visited the residential area after 5:00 in the afternoon. After the visit, he recorded the residents' demands and the matters to be communicated with the construction team.

Some residents objected to laying small bricks in the square, and felt that the flowers and plants growing out of the mesh would affect pedestrians' walking. Qiao Jianxin tried every means to discuss it with the construction team; someone suggested repairing the gate, and Qiao Jianxin also fought with the construction team; the small public square in the middle of the community used to be piled up. When the machinery was broken, it was Qiao Jianxin who led people to clean up the square.

Some people set up a shed on the first floor to store household clutter; some people plant green vegetables in flower beds and erect vines.

Qiao Jianxin hoped that they would remove these during the renovation, and naturally received opposition.

"Why do you want to demolish my shed?" They ran to Qiao Jianxin and asked, but Qiao Jianxin didn't give in: "I told them that I was 'measure the end with a ruler'. From Building 8, where construction began, until In the last building, everyone’s sheds will be demolished, and there will never be a single family left unmolded.”

Qiao Jianxin and his colleagues took the initiative to demolish the sheds and returned the "self-owned land" to the typical propaganda of the households who took the lead as models. Over time, no one raised any objections.

In order to ensure the smooth development of the project, Qiao Jianxin sometimes eats and lodging in the office, and Yao Huiying sometimes goes out early in the morning to see Qiao Jianxin yawning to fetch water. During New Years and festivals, Qiao Jianxin also thinks of condolences to the construction team.

The construction team officially entered the site on May 29, 2019. It took more than two months to complete the project acceptance on August 15, 2019. During this period, even if the road surface hindered residents' travel due to construction, no one complained. This construction , creating a record of "zero" complaints in community construction.

Now, electronic screens are installed in the old neighborhoods, and news and promotional videos are scrolled; the dim lights in the past have become brighter, and the elderly and children are more willing to walk in the neighborhood; they do not have to compete with vehicles when they walk-in order to protect pedestrians Safety, Qiao Jianxin specially asked the construction team to build a trail for pedestrians to walk.

The spirit of the community has also changed.

Before the epidemic came, the community held cultural week activities every year. It lasted for 5 days. Sometimes it was necessary to set up a stage, and everyone brought flowers and decorations from their own homes.

People will guess lantern riddles on the Lantern Festival, cook dumplings and weave small gifts for the elderly.

Yao Huiying often shows off to her children: "Don't look at the cheap house prices and property fees in our community, but the service is not worse than your more expensive community."

Practice calligraphy, sing and sing, and gain strength from it

After the emergence of the new crown pneumonia epidemic in 2020, Qiao Jianxin became more busy.

There are always four or five sets of clothes in his office, and there is a throw pillow - when you pull it out, there is a quilt, and there is a washbasin under the sofa. Sometimes he will lie on the sofa at night, put his legs on the chair, and fall asleep. past.

  More often, he couldn't sleep.

Urgent work often wakes him up in the middle of the night.

He has a recliner at home, and sometimes he sits on the recliner and falls asleep within 10 minutes.

He is too tired.

On April 25, Chaoyang District began multiple rounds of large-scale nucleic acid testing.

Just a few days ago, he had just received an assignment to go to Shibali Store with 40 staff members to support him.

The mayor of Sanjianfang Township instructed him to take people safely and bring them back safely.

He set off in the early morning, but within four days, he was called back to work in the village in the early morning.

During this period, he only went home to pick up a few changes of clothes and stayed in the office to change clothes.

After the large-scale nucleic acid testing began, Qiao Jianxin always rushed to the community at 6 in the morning to see where the order needed to be maintained, how to guide residents to keep their distance, and how to isolate and manage people at home.

Some residents reported that it was too sunny when queuing, that there was no place to cover the rain when it rained, and that the umbrellas they had used were always blown out. They also deliberately built a shed in the small square for nucleic acid testing.

Sometimes, Liu Liping, a party member who voluntarily cuts hair for residents, feels that Qiao Jianxin is working hard and has no time to go outside for a haircut, so she goes to his office with tools.

Once, Qiao Jianxin received a call just halfway through the discussion, and rushed to the next place after finishing his work.

Liu Liping often said to Qiao Jianxin: "You don't live in this community, but consider this community your own home. I hope you don't leave this place after you retire and continue to stay." She remembered Qiao Jianxin from the party members meeting in 2015. .

Seven years later, she felt that the stationmaster Qiao, who was running around, was black, thin, and his hair was gray.

Only Qiao Jianxin knows how much pressure he has faced.

To this end, he began to learn to adjust himself. Every day after get off work, he would sit quietly at the desk and carefully review the work of the day. When it was time to sleep, he would try to "clear" all the trivial matters during the day, and try to find every day. The happiest thing of the day, when he is irritable, he will practice calligraphy, sing and sing, and gain strength from these things.

The family knew he was busy and never bothered him.

Sometimes, he couldn't take care of his 87-year-old mother, and his brothers always said considerately: "I know you are busy, so mother will leave it to us." His wife never complained about him, and always arranged and changed his clothes for him. Take him to the office.

The child often bought some food for him, and said distressedly, "Dad, don't be too tired."

From 2020 to the present, the response rate of community visits to residents’ cases has been 100% every year, the resolution rate has risen from 84.5% to 87.3%, and the satisfaction rate has risen from 79.0% to 87.3%.

In 2019, Dingfuzhuang North Street won the "Capital Civilization Demonstration Street" issued by the Office of the Capital Spiritual Civilization Construction Committee and the Beijing Urban Management Committee. In 2021, Dingbeili Community won the Beijing Advanced Community Party Organization.

In June this year, Qiao Jianxin was awarded as an advanced individual in Beijing to do work immediately after receiving a complaint.

Qiao Jianxin still remembers that in 2021, as a community representative, he was awarded the "Beijing Advanced Community Party Organization" at the Beijing Convention Center. At that time, he looked at the brand and felt that all the hard work had an echo.
