When the summer vacation comes, how to make the returning "heroic beasts" play less games has become a headache for many parents.

In order to protect the physical and mental health of minors, in 2021, the state has promulgated the "strictest in history" regulations on the anti-addiction management of minors. addicted to the system").

However, some lawbreakers ignored the "anti-addiction system", rented and sold online game accounts to minors through illegal means, and provided "one-stop" services such as face authentication on behalf of them to illegally profit from it, forming a platform for minors. Online game black and gray "industry chain".

In the special operation of "Cleaning the Net 2022", the Hailing Branch of the Public Security Bureau of Taizhou City, Jiangsu Province successfully destroyed a criminal gang that violated citizens' personal information after more than 4 months of meticulous investigation, and arrested Tian, Liu, Liu, and Deng. A and Cui were five suspects.

There is something strange about renting and selling game accounts online

At the end of September 2021, the Hailing Branch Network Security Brigade and the investigators from the Chengnan Police Station discovered in their daily work that someone was advertising online games and openly renting and selling online game accounts.

Soon, Taizhou local Li Mou came into the police's sight.

"Online game accounts generally need to be bound with personal identity information of citizens. Since they are rented and sold online, it means that Li has at least a certain number of game accounts and personal identity information of citizens." said Xu Guangjun, a policeman from the Hailing Branch Network Security Brigade.

Police arrested Li at his home.

After investigation, although Li has some game accounts and personal identity information of citizens, according to his account, he rents and sells money from others, and is a second-order dealer.

"Mr. Li bought it and then resold it for lease and sale to earn the difference. There must be a criminal gang behind him that violated citizens' personal information." Xu Guangjun said.

In order to achieve a full chain attack, the police used Li as a clue to pursue a line.

After investigation, the gang was linked through the Internet, and the division of labor was clear.

Among them, the personal information of citizens is obtained through illegal means, and the personal information of citizens is used to register online game accounts. Some obtain citizenship photos through illegal means, and some use technology to produce dynamic videos of faces and provide face-swiping authentication, avoiding the industry. Supervision.

In the end, after more than four months of careful investigation, the police traveled to Jiangsu, Jiangxi, Zhejiang, Chongqing and other places to find out the context of the criminal gang.

Investigators successively arrested 5 suspects Tian, Liu, Liu, Deng, and Cui in Chongqing and other places, and seized 5 computers and 20 mobile phones.

Most of the suspects are "post-00s"

After interrogation, Tian Mou and other criminal suspects confessed to the crime of infringing on citizens' personal information.

The police found that the gang had illegally obtained more than 2 million pieces of citizens' personal information and made more than 500,000 yuan in illegal profits in just over a year.

On August 30, 2021, after the implementation of the "strictest in history" anti-addiction policy, players who were certified as minors could not play games outside of the specified time period, but this policy made Tian and others discover. "Opportunity".

After investigation, most of the suspects Tian Mou and others are "post-00s".

Most of them are experienced online game players themselves.

Among them, 18-year-old Liu is also a student of a vocational and technical college.

Tian Mou and Liu Mou are responsible for illegally obtaining citizens' personal information through the Internet, and then send it to Liu Moumou and Deng Mou. Deng Mou will hand over the photo information of the resident ID card to the offline Cui Mou to make a dynamic face video.

Afterwards, the gang registered a large number of game accounts for rent and sales, face-scanning authentication, and profit from it.

According to the police, the gang sells online game accounts at prices ranging from a few hundred yuan to thousands of yuan or rents them out at prices ranging from 2 yuan to 20 yuan per hour, depending on the difficulty of the game.

Most of those who rent and buy accounts are minors who are restricted by the "anti-addiction system" and cannot play games at will.

Strict crackdown on source supervision still needs to be improved

It is behaviors like this gang that allow minors to use their rented game accounts to play online games without restrictions, making the "anti-addiction system" useless.

Undoubtedly, this is a huge "market" for minors who are keen to play online games.

According to the police handling the case, such cases involve a wide range of black and gray industries, various criminal chains are intertwined, and evidence verification is difficult.

Under normal circumstances in such cases, criminal suspects will use relatively concealed communication methods to avoid supervision. It is difficult for the public security organs to grasp the clues immediately, which brings certain difficulties to the investigation.

Secondly, the personal information data of citizens held by criminal suspects are rented and sold repeatedly, and the speed of passing is fast. It is very difficult to sort out these clues.

At the same time, black and gray industrial chains such as illegally obtaining citizens' personal information and producing dynamic face recognition videos are emerging in an endless stream to "meet market demand".

"The act of renting and selling game accounts for minors to use for profit seriously infringes on the security of citizens' personal information and endangers the physical and mental health of minors. In addition to the continuous crackdown by the public security organs at the source, relevant industry authorities and game operators also We must further improve supervision measures from multiple levels, and must not give any opportunity to criminal suspects." Xu Guangjun said.

At present, Tian Mou and other five suspects have been taken criminal compulsory measures by the police according to law for the crime of infringing on citizens' personal information.
