  34 years ago, Liu Peichang was a public security policeman in Yichang City. When he communicated with the cadres who aided Tibet in Huiyi, he learned that many local students were not able to enroll normally, so he wanted to seek financial assistance for students in need in Tibet, but he was unable to do so. My daughter is in high school, and I don't know how much it will cost to go to college, so funding for students has been delayed."

  In early 2000, he contacted the families of Xiao Dai, a third-grade girl from Dongxihu Xin'andu Middle School, and Xiao Cai, a second-grade girl from Sunshine Primary School in Tumiao Town, Huangpi, through information provided by a Wuhan charity.

Later, Liu Peichang sponsored Xiao Dai to complete his junior high school and high school studies, and Xiao Cai to complete his primary school studies.

  After that, Liu Peichang contacted relevant government departments in various places to continuously help students in need.

  Xiao Yang, a Qiang girl from Maoxian County, Aba Prefecture, Sichuan Province, is the 55th minority student in need helped by Liu Peichang.

In March of this year, Liu Peichang, recommended by the Mao County Education Bureau, helped Xiao Yang, who was studying in the preparatory class of Sichuan North Sichuan Medical College, for 5 years until she graduated from university.
