China News Service, July 8th. The State Council Information Office held a regular briefing on policies of the State Council on the 8th to introduce the flood control and disaster relief work.

At the meeting, Wang Yawei, head of the Department of Emergency Disaster Mitigation and Public Services of the China Meteorological Administration, introduced that since the flood season began on March 17, the country's average precipitation has been 280.6 mm, which is 10.7% higher than the same period of normal years and the highest in history since 2017.

Wang Yawei pointed out that the rainfall shows the characteristics of two rainy belts in the north and south. In the south, the Pearl River Basin has the most precipitation in the same period in history, and in the north, the Liaohe River Basin has the second most precipitation in the same period in history.

The national average temperature was 15.8°C, 0.7°C higher than the same period of the previous year and the second highest in history.

Since the flood season, the national weather and climate have mainly shown the following characteristics:

First, there are many rainstorms in the south, and the falling areas overlap.

Since the flood season, there have been 18 regional rainstorms, especially 11 since May. The accumulated rainfall is large, the impact range is wide, the duration is long, and the rainfall areas are highly overlapping.

Second, the precipitation intensity is high and the extremes are obvious.

Since the flood season, there have been 3,134 rainstorm station days in the south, which is nearly 30% more than the same period of the previous year, the second most in the same period in history.

The precipitation in Guangdong and Guangxi provinces is the highest in the same period in history since meteorological records began.

Especially from May 21 to June 21, during the Dragon Boat Water in South China, the cumulative rainfall in Guangdong, Guangxi, and the central and eastern parts of Hainan Island was generally 200 to 500 mm, and some areas reached 600 to 1000 mm.

The third is that the typhoon landed late and affected a wide range.

Since the beginning of this year, a total of 4 typhoons have formed in the Northwest Pacific Ocean and the South China Sea, of which 1 typhoon has landed in my country.

The first typhoon "Siamba" to land in my country this year is relatively late and stronger than usual. It has a wide range of influence, a long duration, strong wind and rain, strong local convection, and multiple tornadoes around the typhoon. Features.

The remnant circulation of typhoon "Siamba" has affected 16 provinces (autonomous regions and municipalities) successively; the daily rainfall of more than 60 stations in Hainan, Guangdong, Guangxi, Hunan, Henan, Anhui and other places has reached the magnitude of extremely heavy rain. The daily rainfall at the Sanya National Meteorological Observatory reached 421.6 mm, breaking the local record for daily rainfall.

Fourth, severe convective weather is frequent, and local disasters have a heavy impact.

Since the flood season, there have been 20 strong convective weather processes in my country. A total of more than 470 counties in 26 provinces (autonomous regions and municipalities) have been affected by severe convective weather such as hail, thunderstorms, and strong winds. 17 tornado weather has been confirmed. Among them, there were 7 tornadoes with moderate intensity and above.

However, compared with the same period last year, the overall intensity of tornadoes in my country this year is weak.

Fifth, my country's temperature in June hit a record high.

The average temperature in my country in June was 21.3°C, 0.9°C higher than the same period of the previous year, the highest in history since 1961.

Among them, the temperatures in Henan, Shaanxi, Gansu, Ningxia, Shanxi, Shandong, Jiangsu and Anhui were all the highest in the same period in history.

Since June 13, the regional high temperature weather process has been maintained, with strong high temperature intensity, long duration, wide influence and large population.

On June 25, 90 and 29 national meteorological stations in Hebei and Henan provinces reached or exceeded the temperature of 40°C. Among them, Lingshou County in Hebei reached 44.2°C, the highest temperature this year.
