On the reason for choosing Doha to hold these negotiations, Fuad Izdi, professor of strategic and political studies at Tehran University, explained - in his speech to an episode of (26/27/2022) of the "Beyond the News" program, that this is due to Qatar's good relations with America and Iran alike.

He pointed out that the Qatari government made every effort to mediate between the two countries, believing that resolving the dispute between them is a good thing for the countries of the region and the world at large.

As for the timing, he attributed this to the Russian war on Ukraine, and the change in the balance of power at the international level, which raises the need for Iranian oil in global markets, indicating that America is aware that the continued suspension of negotiations does not serve the interests of both parties.

He pointed out that there is hesitation in Iran about America's seriousness in negotiations, and he also spoke of Tehran's fears that the political chaos inside the United States will lead to a failure to reach an agreement, stressing that Tehran does not reject direct negotiations with America if the latter is serious about its step.

American and Iranian media had quoted the two sides as confirming that the talks would focus on resolving points of contention, the most important of which is the lifting of sanctions and guarantees.

Confidence and flexibility

The Executive Director of the Arms Control Association, Daryl Kimball, said that America wanted to enter into direct negotiations with Iran because of its effectiveness and ease of communication. On the other hand, he said that Iran was the one who rejected the idea until America and Iran returned to comply with the terms of the nuclear agreement.

He explained that both parties have enough seriousness to reach solutions in the outstanding issues between them, but he wondered whether they have a sufficient level of flexibility to reach the desired results, indicating that the meeting of the two parties does not necessarily mean solving all the outstanding issues between them.

He believed that the decisions related to any concessions from the two countries must be approved by Supreme Leader Ali Khamenei and US President Joe Biden to move forward, expressing his optimism that the two parties will reach solutions regarding Iranian concerns about placing the Iranian Revolutionary Guard on the terrorist list, as well as the American concerns associated with Iran's efforts to raise issues not related to the nuclear agreement in these negotiations.
