[Explanation] On the eve of the 25th anniversary of Hong Kong's return to the motherland, Deng Bingqiang, Secretary of the Security Bureau of the Hong Kong Special Administrative Region Government, was interviewed by reporters.

Deng Bingqiang introduced that since the promulgation of the National Security Law for Hong Kong, under the principle of "patriots ruling Hong Kong", Hong Kong has achieved a transition from chaos to governance.

He said that although Hong Kong society has returned to stability, risks still exist.

  There are several major risks.

One is local terrorism, which was not available in Hong Kong before 2019, including "lone wolf-style" personal anti-social behavior, resulting in some acts of sabotage or attack.

The second is terrorist groups in the form of groups, including making some explosives and placing bombs in places of public transportation; the second is that some external forces, including some of their local agents, use these artificial methods to affect the stability of Hong Kong, This will affect the stability of the country, and we must guard against these aspects.

  The first is that the grasp of information is very important.

In addition, we must strictly enforce the law. If we have evidence to prove that someone violated the (Hong Kong) National Security Law or other laws and endangered national security, we will definitely enforce the law.

In addition, Article 23 legislative supplements (Hong Kong) National Security Law cannot cover the situation.

In addition, there is a network security law, which is also to ensure that some basic information will not be affected.

In addition, it is necessary to cultivate the patriotic awareness and national security awareness of Hong Kong citizens.

In addition, through the "Film Censorship (Amendment) Regulations 2021" and updating the relevant film censorship responsibilities, national security should be put into a consideration of film censorship.

We will further safeguard national security through various methods to ensure that what happened in 2019 will not happen again.

Deng Bingqiang introduced that relevant research work is underway, and he hopes that legislation can be made as soon as possible to help deal with the national security risks that may be involved in the future.

  In addition to the constitutional responsibility of enacting Article 23 of the Basic Law, there is also a practical need.

A lot of different situations have happened since 2003. We need to focus on what happened in the past few years, and at the same time refer to the overall laws of the country, as well as foreign and some related laws, and then refer to what happened in 2019.

Whether the law can address what happened in the past, or some future national security challenges, we are all doing research work.

We will definitely go all out and hope that Article 23 will be enacted as soon as possible so that Hong Kong can face some current or future national security challenges.

Deng Bingqiang said that the convenient flow of people and logistics in Hong Kong will inevitably attract some people who have ulterior motives and even break the law. The SAR government will continue to take measures to combat cross-border crimes.

  Hong Kong has done a lot of work in international cooperation in combating relevant public security (crimes).

First of all, in terms of intelligence, through some law enforcement agencies from different countries, bilateral or multilateral agreements to fight crime.

In addition, through the channels of Interpol, it is also an important method for us to fight cross-border crimes.

In addition, there will be joint anti-criminal operations with some countries and some foreign law enforcement agencies.

For example, there have been many successful cases in the past in combating telecommunications fraud. Their call centers may be in foreign countries, some in the Mainland, and the deceived people are in Hong Kong. We are all joint operations to carry out law enforcement operations.

Don't let Hong Kong become a safe haven for these lawbreakers to carry out their illegal activities.
