A new system that requires the registration of information such as owners of unmanned aerial vehicles such as drones, which are widely used, started on the 20th.

Flight of unregistered aircraft is prohibited and penalties will be imposed for violations.

Unmanned aerial vehicles such as drones are widely used in logistics, security, disaster response, etc. due to labor shortages, but there are a number of cases where the owner of the aircraft cannot be identified in the event of an accident.

The revised Aviation Law, which came into effect on the 20th, requires registration of owner and other information for all unmanned aerial vehicles weighing 100 grams or more that fly outdoors.

Flying of unregistered aircraft is prohibited, and if you violate it, you will be punished with imprisonment for up to 1 year or a fine of up to 500,000 yen.

In addition, the new system requires the aircraft to display the registration code issued by the country, and must also have the function of transmitting the position and speed during flight by radio waves.

According to the Ministry of Land, Infrastructure, Transport and Tourism, the pre-registration from December last year has already registered more than 200,000 aircraft.

With regard to unmanned aerial vehicles, it is expected that more advanced flight called "Level 4" will be possible by the end of the year, which will allow us to fly in areas where people are not visible, and it is expected to be used in a wider range of applications.

Kentaro Kai, Deputy Chief of the Unmanned Aerial Vehicle Safety Division of the Ministry of Land, Infrastructure, Transport and Tourism, said, "There is a risk that accidents will increase as the spread progresses further, and I think that the registration of the aircraft will lead to a sense of security."

Drone-related accidents and incidents Aim to immediately identify the owner

The new system aims to enable immediate identification of the owner in the event of a drone-related accident or misuse.

On the 25th of last month, there was an accident in which a small drone collided with a passenger car running on a national road in Aichi prefecture.

The drive recorder of a passenger car captured the moment when the drone that suddenly appeared from the back of the sign dropped its altitude while swaying and collided with the car.

According to an office worker who was driving a passenger car, when he stopped the car and looked at the square around the road, there was a man who seemed to be driving a drone, so when he called out, he said, "Did you hit?" It means that there was a reply.

Five minutes after the office worker told him to "call the police," he headed to the square and the man had already left.

About a week later, he was informed that a man had told the police that he had an accident, but an office worker said, "If you make a mistake, it led to a big accident. Who caused the accident? While I didn't know, I was worried about what the cost of repairing the car would be. "

The number of accidents involving unmanned aerial vehicles such as drones is on the rise, and seven years ago, a drone was found to have fallen on the roof of the Prime Minister's Office. We hope that this system will lead to a prompt understanding of the owner.

School for learning maneuvering skills Many people attend

While the use of drones is expected in a wide range of fields, many people who are aiming to acquire the skills are attending at the school where they learn maneuvering techniques for safe flight.

Of these, the drone school run by a driving school in Shizuoka Prefecture held a two-night, three-day course last week for those who want to work for a construction company or event company and make use of it in their work, or university students who want to use it as an appealing material in job hunting. Four people in their 20s to 40s participated.

The students were taught to fly the drone with the support of the instructor and operate while constantly checking the orientation of the aircraft, and to be careful of the wind blowing down the propeller when lowering the altitude.

By taking such a course, you can obtain a certificate recognizing that you have acquired the maneuvering skills and knowledge for safe flight, and according to the organization that issues the certificate, last year's grant was more than 5,400 for 5 years. It means that it has increased nearly eight times as much as before.

A male student in the fourth year of college who is looking for a job in the advertising industry said, "It was my first time to fly a drone and it was difficult to read the influence of the wind. I want to differentiate myself from other people in job hunting." Was there.

Genki Uchimura, a full-time drone instructor at a driving school, said, "The number of students is increasing, and the purpose of the course is expanding, and I feel that the degree of attention is increasing. I want to help you learn how to use it safely." Was there.
