In Mauritania, President Mokhtar Ould Daddah managed during the first half of the 1960s to install a strong, even autocratic regime.

He is now feared by the various traditional forces and the single party he installed is loyal to him.

And even if its neighbor Morocco continues to show signs of annexation, Moktar Ould Daddah does not fear much since he enjoys the active support of both Paris and many African nations.

With the decision in 1966 to make the Arabic language compulsory in education, the first serious incidents broke out.

The black community, which is not Arabic-speaking, manifests itself, and the apparent national unity is shattered.
