"Uncles and aunts, don't worry, I will finish your pension insurance soon." On the eve of the Spring Festival in 2021, dozens of elderly people gathered at a community office in Yangxin County, Huangshi City, Hubei Province, looking anxious.

A community worker, Jiang Mou, had a warm smile on his face, and he walked back and forth in front of everyone, soothing everyone's emotions.

But Jiang Mou's "don't worry" completely angered the old people present: "If you don't pay back the social security money, you can just wait in jail."

Seeing this scene, the community cadres learned about the situation from Jiang, and learned that she had collected too many cash from many people without permission on the pretext of helping people handle endowment insurance business.

Due to the large amount involved, the community promptly reported the case to the Yangxin police.

During the investigation of the case, Jiang repaid more than 280,000 yuan to some people in installments, but there were still some elderly people who did not cash in their arrears in time.

Under the coordination of the police handling the case, Jiang signed an agreement and promised to pay the funds collected to some elderly people on a regular basis, and got the understanding of the relevant elderly people.

However, after Jiang Mou paid back part of the money one after another, she suddenly disappeared.

While the police of the Criminal Investigation Brigade of the Yangxin County Public Security Bureau were sorting out and judging the relevant clues of the case, several people reported the case one after another, claiming that their pension insurance funds had been deceived by Jiang Mou and had not been handed in for them in time.

Ms. Liu, a resident of the urban area of Yangxin County, called the police and said that when she consulted Jiang Mou about the pension insurance application in early December 2020, Jiang Mou provided her with an account and offered to help with the business, saying, "Get the money together and transfer it directly to This account will do."

Ms. Liu remitted a total of 65,000 yuan to the bank card provided by Jiang twice.

It was not until a few days before the report was made that Ms. Liu discovered that Jiang did not handle the relevant business. After contacting Jiang, she prevaricates for various reasons. Later, she simply did not answer the phone.

After many elderly people were defrauded by Jiang, they successively reported the case to the public security organs.

Due to the large amount of money involved, the large number of victims, and the greater social impact, the Yangxin County Public Security Bureau attached great importance to it and asked the bureau's criminal investigation team to solve the case within a time limit.

With the assistance and cooperation of Yangxin County Public Security Bureau's Intelligence Center, Internet Security Brigade and other relevant departments, the investigating police found that in recent years, Jiang has repeatedly fabricated facts and concealed the truth under the pretext of helping others handle endowment insurance and other businesses. Defrauding other people's property, involving more than 40 people were defrauded, and the amount involved was more than 400,000 yuan.

The police handling the case further digged and found out that the post of the suspect Jiang Mou is mainly to receive consultation and file feedback, and it is not his responsibility to directly collect cash.

When Jiang Mou said that in order to make some elderly people in their 60s or 70s or even older run less errands, she could help with pension-related business throughout the whole process, some elderly people believed in her who was usually warm and thoughtful.

According to the instructions, the old people transferred the relevant funds to Jiang or delivered cash.

Once someone came to urge and supervise, Jiang would respond to various reasons such as the failure of the handling system, delay in bank transfer or incomplete information.

The police also found out that Jiang had thrown a lot of money in because he was addicted to "Mark Six" gambling. In addition to the private usury to be repaid, there were also huge online loans that were often called back.

In order to make up for the gap, Jiang provided personal accounts to some elderly people in the consulting business, asking them to pay funds for endowment insurance and other businesses, and then used the defrauded money to buy Mark Six Lottery, or repay loan sharks and online loans.

After squandering his savings and defrauded money, Jiang, who was unable to fill the loophole, absconded.

While the investigators started to comprehensively collect evidence and fixed work related to the facts of the case, they cast a large net to track down Jiang's whereabouts.

On May 20, an important clue broke the deadlock: Jiang was suspected of showing signs of activity in Haizhu District, Guangzhou City, Guangdong Province.

The police from the First Squadron of the Criminal Investigation Brigade of the Yangxin County Public Security Bureau immediately formed an arrest operation team and rushed to Guangzhou.

With the assistance of the Guangzhou police, the arrest team found that Jiang was suspected of temporarily living in a rental house in a street in Haizhu District.

At about 16:00 on May 23, after three consecutive days of waiting, the police arrested Jiang who was about to go out with an umbrella.

"It's all because of my addiction to gambling. I'll regret it for the rest of my life." Jiang Mou regretted seeing the police appear in front of him.

In the face of a large amount of evidence, Jiang Mou confessed to the crime.

It is understood that because the money owed to the victims of more than 100,000 yuan was temporarily unable to repay, in order to avoid the attack by the public security organs, Jiang fled to Guangzhou during the Spring Festival and worked in the local catering service with the help of relatives and friends.

At present, Yangxin police have detained Jiang Mou, the suspect suspected of fraud, in accordance with the law, and the case is still under further investigation.
