The All-China Federation of Trade Unions recently held a press conference on the "fifth anniversary of the construction and reform of the industrial workforce" in Beijing.   Industrial workers are the backbone of creating social wealth, the backbone of innovation-driven development, and the active force in implementing the strategy of manufacturing a strong country. They play a fundamental role in accelerating industrial transformation and upgrading, promoting technological innovation, and improving corporate competitiveness.

In April 2017, since the Central Committee of the Communist Party of China and the State Council issued the "Reform Plan for the Construction of Industrial Workers in the New Era", all relevant units of the Coordination Group to Promote the Construction of Industrial Workers have performed their duties, actively promoted and implemented them according to the division of tasks; , the government, trade unions and enterprises have the courage to take responsibility and act actively, and promote the reform to achieve important stage results.

  In the past five years, my country has actively built a platform for industrial workers to make achievements and established a career. It has basically established the world skills competition as the lead, the national vocational skills competition as the leader, the national industry vocational skills competition, local vocational skills competitions at all levels, and special competitions as the main body, enterprises and colleges. A vocational skills competition system with Chinese characteristics based on vocational skills competitions.

The ACFTU has formulated a five-year plan for labor and skills competition and the "Opinions on Further Improving the Level of Labor and Skills Competition in Non-public Enterprises", and organized and mobilized 370 million industrial workers to participate in major national strategies, major projects, major projects, and key industries. Various forms of labor and skill competitions have contributed to the promotion of high-quality development.

  Over the past five years, my country has taken multiple measures to provide all-round support and guarantee for the improvement of the technical skills of the industrial workforce.

In 2022, the "Vocational Education Law of the People's Republic of China" was newly revised and promulgated to provide legal protection for strengthening vocational education and improving the training level of skilled workers; the Ministry of Finance, together with the Ministry of Human Resources and Social Security, instructed local governments to withdraw 113.9 billion yuan from unemployment insurance funds for overall planning and implementation. In the vocational skills improvement action, together with the State Administration of Taxation, the pre-tax deduction limit for enterprise employee education expenditures has been increased from 2.5% to 8% of the total salary; the Ministry of Human Resources and Social Security has carried out subsidized training for more than 83 million person-times, and completed 1.24 million new enterprise apprenticeship training. The ACFTU and the Ministry of Education launched the “Study and Dream Action” for migrant workers, trained 6 million migrant workers of various types, built a “skilled country – a national industrial worker learning community”, and trained 150 million workers.

  In the past five years, the status and treatment of industrial workers in my country have been further improved.

The Central Office and the State Office issued the "Opinions on Improving the Treatment of Skilled Workers", which clearly proposed to further improve the enterprise wage distribution system, establish a normal wage growth mechanism for skilled workers, and explore a long-term incentive mechanism for skilled workers; the Ministry of Human Resources and Social Security issued "New Eight The Ministry of Industry and Information Technology issued the "Guiding Opinions on Deepening the Reform of the Professional Title System for Engineering and Technical Talents" to break through the "ceiling" of industrial workers' career development.

  Over the past five years, my country's industrial workforce has continued to grow and develop.

The ACFTU actively promotes the establishment of "eight groups" such as enterprises in the "three new" fields and truck drivers to join the membership. In 2020, more than 2.196 million members of the eight new groups will be developed, and more than 3.5 million members of workers who will develop new forms of employment will be formed.

Trade unions at all levels invested 938 million yuan to build 78,217 service stations for outdoor workers, serving 59.909 million outdoor workers, mainly migrant workers.

  "In the next step, we will increase the analysis and judgment of the development of the industrial workforce, focus on the outstanding contradictions, and promote the resolution of the main problems affecting the growth of the workforce; stabilize jobs and employment, and strive to maintain the overall stability of the manufacturing workforce. Gradually expand the ranks of industrial workers through high-quality development; consolidate and expand the achievements of new forms of employment in the establishment of labor unions, and make workers in new forms of employment an important force in the ranks of industrial workers; implement the vocational skills improvement plan for migrant workers to promote the integration of migrant workers into cities. Do a good job in protecting the rights of industrial workers, implement policies to protect the rights and interests of workers in new forms of employment, guide and urge companies to employ workers in compliance with laws and regulations; standardize labor dispatch, and protect the legitimate rights and interests of dispatched workers; promote the building of harmonious labor relations and safeguard enterprises with practical actions Harmony and stability with the overall social situation."
