The new regulations will be officially implemented on August 15 this year.
At a press conference held on the 26th, Liu Hongsheng, director of the Standards and Technology Department of the State Administration for Market Regulation, introduced that the State Administration for Market Regulation (Standard Committee) has recently approved the release of the national standard GB23350-2021 "Restriction of Excessive Packaging Requirements for Food and Cosmetics". Amendment No. 1.
The newly revised standard puts forward clear requirements for the excessive packaging of moon cakes and rice dumplings.
The specific contents of the amendment list include: reducing the number of packaging layers, reducing the number of packaging layers for moon cakes and rice dumplings from a maximum of four layers to a maximum of three layers; further compressing the packaging gaps to highlight the compactness of the packaging; The proportion of the packaging cost of goods above RMB in the sales price of the goods has been reduced from 20% to 15%; strict mixing requirements stipulate that moon cakes should not be mixed with other products, and rice dumplings should not be mixed with other products that exceed their price.
According to Zhang Xiaofeng, a first-level inspector of the Consumer Products Department of the Ministry of Industry and Information Technology of China, the revision of the commodity packaging standard aims to advocate a simple, moderate, green and low-carbon lifestyle, and oppose extravagance, waste and unreasonable consumption.
The problem of over-packaging of goods has long been brought to official attention.
The official GB23350-2021 standard, which was revised and released last year, specifies the technical requirements for food and cosmetics packaging void ratio, packaging layers, packaging costs, etc., covering 31 types of food such as cakes, wine, tea, beverages, and health food.
However, in Liu Hongsheng's view, compared with other foods, the problem of excessive packaging of moon cakes and zongzi is still relatively prominent, and there are even some problems such as the use of precious materials and the mixing of high-value commodities.
This time, the implementation date of the Standard Amendment Order is determined as August 15, 2022.
Liu Hongsheng pointed out that the implementation date will be set on August 15 this year, the purpose is to curb the excessive packaging of moon cakes and rice dumplings as soon as possible, and effectively regulate the Mid-Autumn Festival market this year; at the same time, it can allow enterprises to effectively digest inventory and packaging, avoid waste and cause damage to enterprises. The production and operation order is affected.
In recent years, China's market supervision department has continued to carry out excessive packaging control work, and corrected and investigated a number of illegal acts of "excessive packaging" of commodities, but the problem of excessive packaging of commodities is still not uncommon.
Huang Min, deputy director of the Food Production Department of the State Administration for Market Regulation, pointed out that in the next step, the State Administration for Market Regulation will carry out in-depth control of excessive food packaging, and urge food production enterprises to strictly abide by the Law on the Prevention and Control of Environmental Pollution by Solid Waste and the Requirements for Restricting Excessive Packaging of Commodities Food and Cosmetics" mandatory national standards to promote the high-quality development of the food industry.
